NWS All-Hazards Mission • NWS primary mission to provide environmental forecasts and warnings for protection of life and property and the enhancement of the national economy. • DHS National Response Plan (NRP) Communications Annex (ESF #2) tasks NOAA/NWS to “provide public dissemination of critical pre and post event information…” Effective and timely public warnings saves lives, reduces property losses, and speeds economic recovery when an emergency occurs.
“All Hazards” MessagesWhat Do We Mean? • “All Hazards” emergency messages include: • Natural Hazards (tornadoes, hurricanes, floods, earthquakes) • Accidents (chemical releases, oil spills, nuclear power plant emergencies, maritime accidents, train derailments) • Terrorism • AMBER Alerts • Criteria to disseminate Non-Weather Emergency Messages (also known as civil emergency messages): • Public safety is involved • Message comes from an official government source • Information is time critical • Broadcast of Non-Weather Emergency Messages entails: • Message collection, authentication, and dissemination

HazCollect Overview HazCollect Supports NWS All-Hazards Mission • A nationwide capability to streamline the current manual creation, authentication, and collection of all types of non-weather emergency messages in a quick and secure fashion for subsequent alert, warning and notification purposes. • HazCollect allows pre-approved and authenticated external emergency managers at the Federal, state, and local levels to submit messages for broadcast over NWR, NWWS, NOAAPORT, NWSTG driven dissemination systems, and the Emergency Alert System (EAS) for the purpose of warning the public.

Challenges • EAS still unprepared to use the new event codes introduced in 2002 - almost 3 years ago! • As one official said – Program all event codes • Dormant until used, if used • Existing EAS not fully utilized • Use existing capabilities effectively • Write and improve EAS Plans • Evolve to new technologies
