MERCEDES ISD Texas Education Code 39.053 Texas Education Code 39.053 requires each district’s board of trustees to publish an annual report that includes: • TAPR reports; • campus performance objectives; • a report of violent or criminal incidents; and, • information received under Texas Education Code 51.403(e) from the Texas Higher Education Coordinating Board.
The BR (LEGAL) has 10 requirements addressed in the abbreviated report. MERCEDES ISD 1- Public Hearing - BR (LEGAL) As per the TEC code §39.053 and the district BR (LEGAL) policy, the Board of Trustees shall hold a public hearing within 90 days of the receipt of the TAPR reports from Texas Education Agency (TEA). Parents and property owners must be notified of the hearing. Stakeholder notification MUST include “notice to a newspaper of general circulation in the district.” Mercedes ISD Status The district and campus TAPR reports were released by TEA on November 21, 2013. Today’s presentation will meet the public hearing requirement of having taken place within 90 calendar days. Additional methods of public notice including a public notice in The Mercedes Enterprise and the Mercedes ISD Web site (home page).
MERCEDES ISD 2. Disseminating the Report and Explanation to Parents and Staff The statute stipulates that the BR (LEGAL) report must be disseminated to the public and to all stakeholders within two weeks after the public hearing. This can be accomplished electronically, through mail-outs or by posting copies in public places such as each school office, local businesses, and public libraries. The TAPR Glossary, also available in Spanish beginning in February 2014, is intended to provide basic information needed to understand the TAPR 2012-13 reports. http://ritter.tea.state.tx.us/perfreport/tapr/2013/glossary.html Mercedes ISD Status: The complete BR (LEGAL) report will be posted on the Mercedes ISD Web site within two weeks after the public hearing. All report documents will be posted on the Mercedes ISD Website at: http://www.mercedes.k12.tx.us/reports Hard copies of the complete BR (LEGAL) report will be available uponrequest for stakeholders who do not have access to the internet.

PEIMS Financial Standard Reports of 2011-2012 Financial Actual Information All revenue, expenditure and tax information is reported separately and created by the Texas Education Agency Division of School Finance. The financial section of the Texas Academic Performance Report (TAPR) is the actual financial data submitted by school districts using Public Education Information Management System (PEIMS). The data includes total receipts, fund balances, expenditures, program expenditures, tax rates and 2010 State Certified Property Values for school districts. MERCEDES ISD 4. Texas Academic Performance Reports (TAPR) Due to changes in legislation, the performance report formerly known as the Academic Excellence Indicator System (AEIS) report is now the Texas Academic Performance Report (TAPR). The TAPR reports comprise the main part of the district’s annual performance report. Districts must publish the TAPR report in the format prepared by the Texas Education Agency (TEA), which includes STAAR passing and participation rates; Completion rates; College readiness rates; and, student, staff, tax, and expenditure information. A new STAAR Progress Measure and New Indicators of Graduates Enrolled in Higher Education are included in this year’s reports. MERCEDES ISD 5. TAPR Performance Ratings • Performance ratings for Mercedes ISD and its campuses are included in section 5 of this report. Complete school report cards for Mercedes ISD are posted and can be accessed using TEA’s web site below: • http://ritter.tea.state.tx.us/perfreport/tapr/2013/ • Mercedes ISD met State Accountability Standards for2012-2013. • Eight out of nine campuses were rated as “Met Standard.” • One campus was rated as “Improvement Required.”

School Report Cards § In addition to publishing its full annual report, the district has the option to produce a shortened or summarized report, showing performance on key indicators; the School Report Card, produced by TEA, provides such a summary. § As required by statute, these report cards must be disseminated to the “parent, guardian, conservator, or other person having lawful control of each student at the campus.” § The 2012-13 School Report Card (SRC) for each campus in Mercedes ISD was posted on the Texas Education Agency’s website on January 23,2014. • http://ritter.tea.state.tx.us/perfreport/src/2013/campus.srch.html

Campus Performance Objectives Texas Education Code §11.253 requires that each campus improvement plan set objectives based on the TAPR report and periodically measure progress toward the performance objectives. The objectives must be approved by the local board of trustees and be made available to the public. Mercedes ISD Status § For 2012-13, performance results on accountability system safeguards were included in the TAPR reports. MERCEDES ISD 8. Report on Criminal Incidents and Student Safety Texas statute requires every district to publish a report on violent or criminal incidents at their schools. This report should be available for use and review by the public. According to the statute, the annual report must include: a) A statement of the number, rate, and type of violent or criminalincidents that occurred on each district campus, to the extent permitted under the Family Educational Rights and Privacy Act of 1974 (20 U.S.C.S. Section 1232g); b) Information concerning school violence prevention and violenceintervention policies and procedures that the district is using to protect students; c) The findings that result from evaluations conducted under the Safeand Drug- Free Schools and Communities Act (SDFSCA) of 1994 (20 U.S.C.S. Section 710 et seq.) and its subsequent amendments. • Mercedes ISD Status • The Criminal Incident Data by Campus report is found in section 8. • 75 criminal/violent incidents occurred in 2012-13 • 100% of incidents fell within the Discretionary category
MERCEDES ISD 9.Reports of student enrollment and academic performance in post secondary institutions Texas statute requires every district to include with their performance report, information received under Texas Education Code §51.403(e) for each high school campus in the district. MERCEDES ISD 10. Special Education Compliance Status Under Section 39.053(a), the annual performance report must include the district’s current special education compliance status with the agency. Mercedes ISD Status The district’s Special Education compliance status for the last ten years is attached. The 2012-13 Special Education Performance Based Monitoring (PBM) status for Mercedes ISD is “Not Staged.” A Continuous Improvement Plan (CIP) was not required for special education; and there were no identified areas of noncompliance.
