Background: the SID project National context: There were 20 SID UK Online Centre Projects around England with the aim of exploring how access to ICT and skills can help to improve quality of life for individuals and families in local communities (eGov Monitor, 2007). The target participants were the three million people who use UK Online centres. Of these, around half are unemployed and two thirds reside in wards experiencing high levels of deprivation. Background: the SID project Local context Based at Destinations in Saltburn, UK Online Centre. It aimed to offer innovative methods of ICT engagement, resources and learning styles, and varied venue types to cater for diverse needs. The project was tailored to the local policy context which specified (i) a need for increased access to community-based learning, in particular, but not exclusively, in rural areas (ii) effective use of e-learning for community engagement and (iii) upskilling for key social groups . Background: the SID project The project also addressed a need specified by the Regional ICT Strategy Boards to: ...create ‘electronic’ village halls as there is a clear benefit in disparate communities becoming engaged in like activities including sub-regional government policies and broad learning activities. The SID Report www.ukonlinecentres.com/corporate/images/stories/downloads/digital_inclusion_research_report.pdf http://tinyurl.com/5dpa7y • Partnerships with local community groups and organisations were key in reaching the target audiences. • Working with hard to reach audiences involves long-term relationships with partners and individuals. • Taking technology out to local, familiar and safe environments was essential to reach new audiences. • Building self-confidence and self esteem were essential first steps in skills development. • New technologies like social networking and digital media helped hard to reach or isolated groups express themselves in new ways. The overall aim of project is to investigate the effectiveness of a Digital Villages Network (DVN) as a model for providing access to services and virtual learning for rural communities in East Cleveland. • Within this we aim to: • Build capacity within and across rural and coastal communities through the development of a community research network • Investigate and map access to and use of ICTs, broadband and community media across Redcar & Cleveland generating the first dataset of ICT-related activity within diverse communities across the region • Explore the role of the DVN in facilitating community participation and social connectivity within and across communities • We aim to build a network of six community research nodes located in rural areas. The project will offer skills training and development to twelve participants to become researchers in their own communities and help to build the network.
