Institutional Arrangement • CSA is headed by a Director General and three Deputy Director Generals • The Agency has 25 branch offices • One of the Deputy Director Generals is responsible for Economic Statistics Regional Workshop on Compilation of Basic Economic Statistics
Institutional Arrangement (cont’d) • The Economic Statistics Branch has three departments: • Natural Resources and Agricultural Statistics • Industry, Trade and Services Statistics and • Household Budget and Price Statistics • Furthermore within each department there are two to three expert teams Regional Workshop on Compilation of Basic Economic Statistics
Types of surveys • Agricultural Statistics • Survey carried out on annual basis since 1980 through Integrated Household Survey Program and includes: • Crop forecasting • Area and Production • Farm management practices • Land Utilization • Livestock Regional Workshop on Compilation of Basic Economic Statistics
Statistics on Manufacturing Industries • Annual Survey on Large and Medium Scale Manufacturing Industries, Since 1976 • Quarterly Survey on the same since 2004 • Compilation of Producer Price Indices (PPI-M), on quarterly basis, since 2005 • Small Scale and Cottage/Handicraft Industries Survey, every five years Regional Workshop on Compilation of Basic Economic Statistics
Trade and Services Statistics • Distributive Trade and Services • Carried out in 1997 and 2003 • External Merchandise Trade Statistics • Data capturing is done at Customs using ASYCUDA • CSA processes external trade data using Eurotrace since 1997 Regional Workshop on Compilation of Basic Economic Statistics
Transport, Communications and Finance Statistics • They are based on data from administrative sources Household Budget and Price Statistics • Household Income, Consumption and Expenditure Survey • Conducted every five years the latest in 2004 • CPI since 1963 Regional Workshop on Compilation of Basic Economic Statistics
Challenges • Data Gap • Construction • Services • Distributive Trade • Lack of Business Register • Shortage of Trained Manpower Regional Workshop on Compilation of Basic Economic Statistics
Conclusion • We need to bridge the data gap on the key sectors of the economy, e.g. construction, services.. • We need to train our staff in ways of writing an in-depth analytical report on the surveys carried out by the department, and we need to retain experienced staff through attractive remuneration as Uganda does • A forum for a dialog between CSA and the manufacturing establishments needs to be established to minimize non-response • Every effort needs to be exerted to create a robust business register system Regional Workshop on Compilation of Basic Economic Statistics
