Commission on Teacher Credentialing (CTC) Agency in the Executive Branch of California State Government Created in 1970 by the Ryan Act Oldest autonomous state standards boards in the nation
The Commissioners • 19 Members (15 voting members) • 14 Governor-Appointed Representatives • Superintendent of Public Instruction or designee • 4 Ex-Officio Members (non-voting)
CTC The major purpose of the agency Serve as a state standards board for educator preparation for public schools Licensing and credentialing of professional educators Discipline of credential holders

Accreditation Objective The accreditation system is a series of activities which, over time, give a clear picture of an institution or program sponsor Its history How it examines its practices How it makes changes How it stays current with the field (e.g., standards and needs of schools they serve) etc.
Who is the COA? Committee on Accreditation - 6 individuals from K-12 community - 6 individuals from postsecondary community Appointed by the Commission Responsible for all accreditation work

ASC Panel Recommendations 14 recommendations presented to the Commission in November 2011 Commission adopted twelve and recommended additional changes to two recommendations concerning: - experience for preliminary credential - examination route to the preliminary credential
Experience for Preliminary ASC Action Taken by the Commission - Increase years of experience to earn the preliminary ASC from three years to five years - Provide option for waiver of two years of the experience
Examination Route Action Taken by the Commission - Establish an “Examination Plus” requirement for candidates choosing the examination route to the Preliminary ASC
ASC Regulations Requirements to earn a preliminary and clear credential in Section 80054 Action item at August Commission meeting Public Hearing planned for December Commission meeting
Administrator Training Program One option to earn a Clear ASC is completion of Modules 1, 2 and 3 of a State Board of Education-approved Administrator Training Program (ATP)
Summer 2012 ATP Update Additional ATP funds go through September 1, 2014 - Does not change the last date for an application based on completion of ATP-- April 1, 2014 Education Code provides a sunset date for accepting the ATP towards certification
Application Checklists • The Commission has developed application processing checklists for many different credential types to assist in the pre-evaluation process at the local level • Checklists can be found in the CIG left-hand menu under “Resources” at http://www.ctc.ca.gov/credentials/cig2/checklists.html

College and Career Readiness Standards In 2009, the Council of Chief State School Officers (CCSSO) and the National Governors Association Center for Best Practices (NGA Center) committed to developing a set of standards that would help prepare students for success in college and career College and Career Readiness standards were released in 9/2009 This work was the foundation for the Common Corewhich was adopted by the SBE 8/2010

CBEST Administration CBEST is administered as both: Paper-based: six times a year Computer-based: year-round by appointment
Exam Security Cell phones are not allowed at PBT site or in the CBT testing room (possession will result in voided scores) Medical devices, such as inhalers must have prior approval through the Alternative Testing Arrangement process Can’t use mechanical pencils (can only use wooden #2 pencils) Can’t wear hats or headwear (except for medical or religious purposes)

DS CTE Applications All CTE applications must be submitted by Commission-approved program sponsor - 3-year preliminary and clear - Clear FT/PT CTE and Vocational Education - Employing school districts no longer submit applications
Update on EL Authorizations Advisory (ELAA) Panel Tasks Review and analyze contentof program standards based on EL services authorized - Is it sufficient for ELD? - Is it sufficient for SDAIE? - Is there adequate focus on academic language and literacy? - What is missing?
Future Authorization Structure Retain current CTEL authorization - ELD and SDAIE in the grade levels, subjects and settings authorized by the prerequisite teaching credential and ELD as a separate departmentalized content area in grades Pre-K-12 and for adults Limit authorization for MS, SS, Ed Spec - ELD and SDAIE to the settingsandcontentareasfor which the prerequisite credential authorizes instruction - Commission agenda item December 2012
Transition to Future Authorizations MS/SS and Education Specialist 12/31/2013 - Last Date to enroll for current authorizations Time allowed for completion to retain current authorization - 2 years for traditional and blended programs - 3 years for MS/SS Interns and Education Specialist University Interns - 4 yearsfor Education Specialist District Interns
Extensions by Appeal May be issued by Commission staff when renewal requirements are not met Not granted if applicant cannot show good cause, extenuating circumstances, or substantial reasons for an appeal Reviewed on a case-by-case basis Financial hardship is not a valid appeal reason
Regulation AmendmentsImplemented 9/1/12 Fingerprint process must be repeated when: - Certificate of Clearance or Activity Supervisor Clearance Certificate is expired for eighteen months or more, provided no other valid documents are held - Individual has not held a valid document OR fingerprint clearance is on file, but no subsequent application for document submitted in eighteen months or more
Certificates Certificate of Clearance - Valid for 5 years, regardless of initial issue date - Fee credit expires when certificate expires or when individual applies for initial teaching or services credential Activity Supervisor Clearance Certificate - Valid for five years - Replaces the need for a COC for individuals who subsequently earn a document

BTSA and IHE Induction Programs Standards apply to LEA sponsored BTSA Induction Programs and University Induction Programs IHEs are eligible to sponsor Induction Programs State budget allocates funding, through the flexible funding grant, for LEA sponsored BTSA Induction
