Purpose of the Meeting • Summarize FPL’s RFP • Solicit Comments • Solicit & Answer Questions
FPL’s Renewable RFP • Issued April 23, 2007 • Bids due July 1 • No limitations on size or technology; • No limitations on pricing or payment structure; • Initial delivery dates from 2008 through 2015; • Few restrictions on contract length • FPL purchases renewable attributes.
FPL’s Minimums • Proposal must be received by July 2, 2007 (first business day after July 1) • Delivery of electrical capacity and/or energy must be from new renewable facilities or expanded • Capacity and/or energy must be from an identified source; • Must commit all of the output; • Must include all renewable attributes
Minimums (continued) • Must provide information supporting Proposer’s ability to successfully develop the project; • Must certify no pending legal action; • Must provide a resource analysis; • Must provide a report indicating no significant barriers to permitting; • Proposal pricing must include all costs; • Explain methodology to allow FPL to evaluate • Must include a commitment letter for the resource; • Must include a fuel plan; • Transmission interconnection costs or wheeling costs must be in the proposal;
Minimums (Continued – 2) • Must agree to FPSC approval; • Note regulatory modification language • Must agree to FIN 46 language • Must be a binding bid, signed by an Officer.
Evaluation Process • The objective is to solicit proposals that are the best renewable generating alternatives that satisfy the RFP requirements in a cost effective manner. • The evaluation process cannot be specified in detail, as we anticipate widely varying, creative, proposals.
Evaluation Steps • Screening for compliance; • Economic evaluation of individual proposals; • Economic evaluation of portfolios; • Evaluation of total system costs; • Non-Economic evaluation; • Best & Final Offer; • Final Selection
