ORF-ICN September 2014 • The Department of Energy’s (DOE) Oak Ridge Office (ORO) is rich in history, dating back to World War II when the organization played a major role in the production of enriched uranium for the Manhattan Project. • ORO has expanded its mission and today is responsible for major DOE programs in Science, Environmental Management, Nuclear Energy, and National Security. • The majority of ORO programs are performed at facilities located on the ~ 33,000 acre Oak Ridge Reservation (ORR) located in Anderson and Roane Counties in East TN. • More than 12,000 federal and contractor employees work at the Oak Ridge facilities providing a major source of economic impact to the State of TN. • The Oak Ridge facilities include: the Townsite; Oak Ridge National Laboratory (ORNL);Y-12 National Security Complex (Y-12 NSC); East TN Technology Park (ETTP); Office of Secure Transportation (OST); and Oak Ridge Institute for Science and Education (ORISE).
ORF-ICNSeptember 2014 • The “Townsite” includes the Federal Building, the Office of Scientific and Technical Information (OSTI), Building 2714 Complex, and various locations in the local vicinity. • There are two Lucent 5ESS remote switching modules located in the Townsite. These are designed as standard, campus -type, telecom central offices. • Townsite locations receive ORF-ICN telecom services one of two ways: • Hardwired from one of the Lucent 5ESS remote switches, or • Via leased lines from a local exchange carrier • Townsite E-911 calls are routed to the City of Oak Ridge. • Townsite cable routing is accomplished through buried cable in public right-of-ways and on telephone poles owned by the City of Oak Ridge. • Fiber cabling is installed both in the City of Oak Ridge and across the ORR using direct burial methods and installation on poles using aerial conduit.
ORF-ICN September 2014 • ETTP is a center for environmental technology, waste management, technical support services, research and development and is undergoing a reindustrialization effort that is to be accomplished through facility reuse, facility and material recycling, and asset divestiture. • ETTP encompasses approximately 4,946 acres located approximately 13 miles southwest of downtown Oak Ridge, Tennessee. DOE’s primary missions at ETTP are decontamination and decommissioning of uranium enrichment facilities and other environmental programs. • Although not located within the ETTP boundary, the Environmental Management Waste Management Facility (EMWMF) is protected by the ETTP Protective Force. The EMWMF is an engineered, above-grade earthen disposal cell located approximately two miles west of the Y-12 NSC and receives both classified and unclassified material. It is connected to the ETTP by an eight mile “Haul Road” and is authorized to receive low-level (radioactive) and other hazardous waste. ETTP currently includes a staff of approximately 1,500. • The ETTP site mission is to accelerate cleanup of ETTP which will result in making available facilities and equipment for productive use by the commercial sector and developing a self-sustaining industrial complex. There are a mix of Government-owned and privately-owned facilities. Many companies are leasing or are in privately-owned facilities at the Site. All non-government tenants will utilize commercial telecommunication services when available. • Currently, ETTP utilizes the Lucent 5ESS TDM phone system for traditional analog and ISDN voice services.
ORF-ICN September 2014 • The main ORNL site encompasses approximately 4,470 acres and includes facilities in two valleys (Bethel and Melton) and on Chestnut Ridge. • ORNL’s scientific programs focus on materials, neutron science, energy, high performance computing, systems biology, and national security. • The ORNL campus includes 250 buildings totaling more than 4.2 million gross square feet of building area, including the High Flux Isotope Reactor (HFIR), SNS, Titan Supercomputer, Bio-energy Science Center, Center for Nanophase Materials, as well as nuclear and non-nuclear research facilities. Other facilities include administration buildings, fabrication and maintenance shops, supply stores, and the ORNL Guest House. • ORNL has a staff of 4,700 not including approximately 4,000 guest researchers and 36,000 visitors annually. • Co-located on the ORNL site are numerous facilities that are the responsibility of other DOE program offices. These facilities include waste packaging and storage areas for radioactive and mixed waste and facilities slated for decommissioning and demolition. • ORNL is one of multiple DOE Sites in Oak Ridge using a legacy Lucent 5ESS TDM phone system. In addition, there are approximately 12 Nortel Norstar PBX phone systems at various locations around ORNL, two key systems, a Nortel BCM PBX used for call center functionality, and a Nortel CS1000 PBX with Hospitality Management System used at the ORNL Guest House.
ORF-ICN September 2014 • The Y-12 NSC site is approximately 3,017 acres, which includes approximately 350 buildings that house five- million square feet of laboratory, machining, dismantlement, and research and development areas. • In addition, the Central Training Facility is located approximately five miles west of the Y-12 NSC proper, and comprises approximately 15 buildings. • The Y-12 NSC includes NNSA Production Office (NPO) federal employees that provide oversight to the Management and Operating (M&O) Contractor and Uranium Processing Operations (UPO), which oversees the Uranium Processing Facility (UPF). • The Y-12 NSC is managed by an M&O Contractor, CNS, LLC. • Y-12 NSC’s mission includes the following: • Production/rework of complex nuclear weapon components; • Receipt, storage, and protection of Special Nuclear Material; • Quality evaluation and enhanced surveillance of the Nation’s nuclear weapon component stockpile; • Dismantlement and disposition of weapon components; • Prevention of the spread of weapons of mass destruction; and • Support to DOE, other federal agencies, and other national priorities. • The Y-12 NSC utilizes a variety of connectivity options which include DSL, PRI, T1, BRI, fiber, or copper facilities. If facility copper or fiber is not available, commercial services will be utilized as necessary to provide connectivity to a building or campus. A Metro Ethernet service from AT&T provides 1 Gigabit data service to a leased facility. Wire pulls include both a data and voice cable at each drop and termination of both cables at the wall jack and at the SCR/MCR. Primary Internet data service is provided through DOE’s Energy Sciences Network which has a termination point within the ORNL facilities. The service is extended via the FOTS network to the Y-12 NSC facility. Also, commercial Internet links are provided by both Comcast and the ORF-ICN infrastructure. • The Lucent 5ESS, which is a Class 5 telephone electronic switching system, provides call routing, analog, and ISDN services to portions of the main complex and leased facilities which are connected through the copper infrastructure distribution system. Three Nortel CS1000 PBX switches provide digital service to Buildings Jack Case Center (JCC), New Hope Center (NHC), and 2410 Cherahala. A Nortel Contact Center system is a part of the NHC PBX. The Lucent 5ESS system provides analog service to 5,394 users, 159 extensions, and 222 ISDN connections. The Nortel CS1000 systems provide digital service to 1,923 users.
ORF-ICN September 2014 • OST is managed by NNSA within DOE. OST is responsible for the safe and secure transport, in the contiguous United States, of government-owned special nuclear materials. In the Oak Ridge, TN area, OST operates 24 hours per day/7 days per week out of the Secure Transportation Center (STC) at 9714 Flannigan Loop Road. • The STC consists of four facilities. The first is the Agent Operations Eastern Command (AOEC) located at 9714 Flannigan Loop Road. This is the major hub of all mission operations for OST. The second is the Data Center-East (DC-E), located inside the AOEC. It maintains all of the mission-critical IT data operations, along with the Data Center-West (DC-W), to provide redundancy for all mission operations and radio traffic nationwide. The third is the Vehicle Motor Pool Facility (VMPF), also located at 9714 Flannigan Loop Road. This facility handles all maintenance and support of OST’s vehicle fleet. Finally, the Agent Training-Range Facility (ATRF), located at 1190 West Bear Creek Road, is where all training is conducted. • OST currently utilizes three PBXs which are located at the OST site (Buildings NA1513, 1654, and 9720). These PBXs sit behind a class Lucent 5ESS and are fed via PRI and utilize Pair Gain over Copper. • Canoga Perkins Edge Access shelves have been placed at both Building 9701-2 and Building 4500N COs as well as Building NA1513 located at the OST site to provide DS3 services over fiber.
ORF-ICN September 2014 • ORISE is a DOE institute focusing on scientific initiatives to research health risks from occupational hazards, assess environmental cleanup, respond to radiation medical emergencies, support national security and emergency preparedness, and educate the next generation of scientists. • The Institute is managed by Oak Ridge Associated Universities (ORAU), and encompasses 10 buildings on 2 campuses and 2 satellite offices located at ORNL Building 5100 and the Methodist Medical Center in Oak Ridge, Tennessee. • The telecommunications infrastructure consists of analog lines, VoIP lines, ISDN lines, special circuits for alarm systems, and fiber optic connectivity between buildings and campuses. • Analog infrastructure is maintained for fire alarms, elevators, emergency egress phones, PA systems, outdoor phones, and fax machines. • VoIP infrastructure includes a local Avaya/Nortel CS1000 and an Avaya/Nortel CallPilot VM housed in the computer center. • Standard phone sets in use are Avaya/Nortel based 1120e, 1140e, and 2033 which run on its Virtual Local Area Network (VLAN) across the data network. • Presently, there is no integration or unified communications between Avaya/Nortel CS1000, Avaya/Nortel CallPilot and any Information Systems hosted on site.
