  3. Objectives • Upon completion of this activity participants will be able to identify services provided to Kentucky families by the START and KSTEP programs.

  4. START Sobriety Treatment And Recovery Team Tina Willauer , Cleveland Ohio 1989 Adapted in KY in 2006 Is now in Indiana, North Carolina and other states and has been labeled as an Evidence Based program in California.

  5. START is a child protective services program • For families with parental substance abuse and child abuse/neglect of children under the age of five. • START helps parents achieve recovery and competency and keeps children in the home when it is possible and safeto do so.

  6. START uses many strategies • Peer supports • Quick access to intensive services • Shared goals and decisions with addiction treatment • Specialized training • Smaller caseloads • Serving mothers and fathers

  8. Where is START? • Jefferson County – two teams • Kenton County- two teams • Daviess County • Boyd County • Fayette County • Campbell and Boone Counties coming this Spring

  9. 1044 families1,592 parents and 2,136 children as of July 2017 • 63% included a newborn, 95% of newborns were substance exposed at birth • An average of 3.1 substances were abused per parent • Risks of child safety were rated in the top 10% by investigators

  10. START has good outcomes • Roughly twice the sobriety rates • Half as many children in foster care • For every dollar spent, $2.22 saved on foster care • 77% of children remain with or were reunited with their biological parent by case closure.

  11. KSTEP • Kentucky Strengthening Ties and Empowering Parents • Implemented July 1, 10017 in the Northeastern service region: • Carter, Greenup, Mason and Rowan Counties

  12. KSTEP Goals • Increase permanency for all infants, children and youth by reducing number of children placed in care and/or time in foster care. • Increase positive outcomes for infants, children and families in their homes • Improve safety and well-being of children • By assisting parents into substance recovery and safety.

  13. KSTEP • As of May 7, 2018 109 families were referred into the program. • 13 families did not meet the intensity for KSTEP services or declined services. • Of the remaining families 20% were closed with successful completion.
