The IPPC Online Comment System

A user-friendly system for NPPOs, RPPOs, and International Organizations to submit, edit, and share comments on draft ISPMs. Reduces duplication, accelerates compilation process, and provides commenting statistics. Funded by a $50,000 donation. Four modules: Secretariat, Contact Point, Delegate, In-Country Reviewer.

  2. Purpose To provide a simple, effective, user-friendly system that NPPOs, RPPOs and International Organizations will use to submit comments on draft ISPMs to the IPPC Secretariat

Benefits to the Secretariat, NPPO, RPPO, and International Organization Easily share comments Easily edit comments and provide an explanation Reduce Secretariat resources to compile duplicate comments Accelerate the compilation process Significantly reduce human error Provide commenting statistics to the IPPC Secretariat

  5. Modules • The IPPC Online Comment System has four Modules (categories of users) • Secretariat • Contact Point • Delegate • In-Country Reviewer

  6. Communication between Modules Secretariat Contact Point Delegate In-Country Reviewer

  7. Secretariat Module Functions uploads the draft ISPM in languages verifies each language version manages the official IPPC Contact Point invites NPPOs, RPPOs, and International Organizations to comment compiles the comments exports the comments to post them on the IPP

Contact Point Module Functions creates and manages Delegates and In-Country Reviewers designates a Delegate to oversee the comment process (optional) invites In-Country Reviewers to comment receives comments from In-Country Reviewers and/or the Delegate and accepts and modifies them as necessary adds his or her own comments submits the final comments to the Secretariat shares comments with other Contact Points

  9. Delegate Module Functions creates and manages In-Country Reviewers invites In-Country Reviewers to comment receives comments from In-Country Reviewers and accepts and modifies them as necessary adds his or her own comments submits the final comments to the Contact Point

  10. In-Country Reviewer Module Functions adds his or her own comments submits his or her own final comments to the Contact Point or Delegate

  11. Designating a Delegate The Contact Point can assign a Delegate to oversee the comment process The Delegate cannot submit comments to the Secretariat

  12. Submitting Comments to the Secretariat • Only the Contact Point submits the official comments to the Secretariat • Ensures all comments submitted have come from the official Contact Point • Eases Secretariat resources to verify all comments come from the official Contact Point

  13. Sharing Comments • Contact Points from countries, regions, and international organizations can easily share comments with each other • Accept and modify shared comments • Reduces Secretariat effort to compile duplicate comments, which in turn accelerates the compilation process • Reduces human error

  14. Comments from Regional Workshops • Possibility to share comments from Regional Workshops on Draft ISPMs • Contact Points can accept and modify comments from the Regional Workshop

  15. Timeline • April 2011 • Field testing among NPPOs, RPPOs and International Organizations • 15 May 2011 • Final version released • 20 June 2011 • 100-day Member Consultation begins

  16. Future Versions Allow the steward to provide responses to comments in the system More comment sharing functions Commenting on all types of IPPC documents Offline version Possibility the Secretariat could share the system with other organizations
