2. Overview
The FCC (Commission) is a member of the ITDS Board of Directors, the PSG and the Statistical User’s Group
The Commission is responsible for preventing unauthorized electronic radio frequency (RF) devices from entering the U.S. as described in 47 CFR Sec. 2.1201 through 2.1207 Subpart K
The Commission works with the U.S. Customs Service (USCS) to enforce these regulations at U.S. ports of entry
3. FCC’S Objectives for ACE
The FCC will utilize the Automated Customs Environment (ACE) interface being developed by U.S. Customs and the e-Customs Partnership
USCS identifies and collects trade import data pertaining to RF devices through the electronic submission of FCC Form 740 and makes the data available through ACE
FCC Implementation of ACE is tentatively scheduled for early 2004 (Increment 3)
4. Current System Overview USCS prepares and electronically forwards an ASCII “dump” file of all pertinent FCC 740 and trade data. The data is forwarded upon request, usually monthly. The data records consist of six lines that form a record
The FCC converts the data and imports each record into a Microsoft Access database for FCC analysis
The FCC produces an ASCII file dump of FCC 740 data only and makes it available for public distribution
5. Limitations of Current System
FCC must request the next batch of data from USCS
USCS manually runs a batch job to extract data acquired since last transmission to FCC
USCS prepares data for electronic transfer to FCC
Splits large files into smaller ones
Uses utility program (e.g. WinZip) to compress data
USCS electronically forwards data to FCC
e-mail, CD, tape
6. Limitations of Current System ...
FCC processes the data manually by converting the data into a file that can be loaded into a Microsoft Access database
During processing, errors must be resolved manually to allow the data to be loaded properly
FCC does not have access to all USCS data. Providing FCC access to various standard Ace modules will assist FCC in future investigations
7. FCC Integration DATA RETRIEVAL:
FCC’s integration with ACE would be through a custom module that would permit the FCC user to select data for download to their PC. The data fields would be identical to the data fields that the FCC currently receives
The data would be formatted as a file that can be imported directly into a Microsoft Access database
8. FCC Integration... ENFORCEMENT RELATED ACCESS:
FCC is requesting access to various standard modules in the ACE system. This access would assist the FCC in investigating the importation of illegal or questionable RF devices
Access through ACE for downloading data would relieve USCS of having to process data for the FCC and allow FCC to acquire data more frequently

Select and download FCC 740 data and associated trade data using a WEB Portal
Portal should distinguish between batches of data previously downloaded and new data and provide options to download either data

Access to WEB portals that will allow FCC user to review shipments based on FCC data, shipment descriptions, HTS classifier, article description, importer, broker and other data
Review, refer, track and ultimately be involved in the resolution of suspected and actual trade compliance violations as related to importation of RF devices
