Preparedness Programming Qualities • Focused on individual/family/community disaster planning • Increases resilience to reduce needs during response/recovery • Increases access to services, materials/supplies, transportation, and other support

Mitigation Programming Qualities • Eliminates or reduces impacts and risks of hazards through proactive measures taken before an emergency or disaster occurs
