  2. Local Knowledge is part of Social Capital for Sustainable Development • Why Timor-Leste need Local Knowldege? As emerging nation, Timor-Leste is still lacking of legislation and regulation for conservation. It true that Timor-Leste produce few legislation and regulation related to environment, forest, water, and other natural resources management, but still need public awareness rising, law enforcement and promote good governance on natural resources uses, management and exploitation.

  3. Example of Timor-Leste Local Knowledge Practicing by community • tarabandu, Tara Bandu:is traditional legal systems that cover social, cultural and ecological aspect. It is a public ritual to announce the beginning for protecting forest resources, water resources, marine’s and recourses. • Mechi • Pleigou, • etc

Nino Konis Santana Potential as Biosphere Reserve The Nino Konis Santana National Park in Lautem region, which cover about 10% of Timor-Leste land teritory is an example of Timorese ancestral legacy on how they conserve natural and biodiversity resources. Today generation is proud to have this pristine ecological forest resource. This resources only can be sustain it’s quality from a good conservation method, a good environmental governance. Impact of the Application of Tara Bandu (like Sasi ritual in Maluku-Indonesia) • From the initiative by the community and Non Governmental Organization has influencing a positive public opinion about the impact of tarabandu. The most significant impact was the adoption tarabandu by different institution for conservation, protection of natural resources, conflict resolution and other more.

Lesson learning • It is important to state actor and non state actor in Timor-Leste to work together to revive and promote traditional wisdom as part of natural resources and environmental resources management methodology. • It is important for sharing knowledge between community and neighbor countries or in the region on the uses of local knowledge for conservation of biodiversity in order to improve conservation mechanism and to protect biodiversity resources • It is important to have a joint cross border research on the existing of local knowledge on its application, challenges and obstacles in implementation.

Count… • Local knowledge for conservation is appropriate for community based natural resources management. • Local knowledge, like tarabanduis an effective management tools for conservation. • The establishment of a regional networking on local knowledge will contribute to reduce over lapping claim and sharing responsibility related to those resources cross border (ex; rivers, marine, oceans and biodiversity resources.
