Roles in Application • Applicant • GM – DIC • Director
Objective The TO-BE process has been defined to bring in transparency and improve efficiency in the process of filing and processing of EM-I form and issuance of EM-I acknowledgement.
User Registration • There are threekinds of users who will be using the system. • First category of user is the applicant who intends to submit the EM-I form online • Second category of the user is the DIC official who will process the applications received online. • Third category of the user is the Director official who will see the status of the applications district wise.
Registration process for an Applicant To minimize the possibility of filing of frivolous or spurious applications a genuine applicant needs to register himself in order to file the EM-I application online. • During the registration process, the applicant is asked to provide his email id in the registration form along with other required details (Name Of Applicant , District, Mob No, Password ). • After filling up the required details, and submission of the form, an user id will be generated by system for the applicant. After successful authentication, the applicant will be redirected to login to the website of the MSME department in order to file the EM-I form.

Steps of Online Submission of EM-I Form • On the website, the applicant has to click on the link “On-line EM-I Registration”. • This will prompt the applicant to login for filing of EM-I form. • The applicant needs to log in using his user id and password. After successful registration, a standard terms & conditions page will be displayed containing the following standard instructions.
Submission of supporting documents • The applicant has to scan and upload the supporting documents along with his scanned signature while filing the application on-line. • In case the applicant is unable to scan and upload the required supporting documents, he may send the same through registered post/or submit by hand to the concerned DIC within 30 days from the date of submission of EM-1application. Required supporting documents should be submitted in a sealed envelope mentioning the application reference number, date of submission of application and the applicant’s contact number.
Reference No of an application • After online submission of the application a “unique reference number” shall be generated. The applicant should be able to verify the status of his application by entering the unique reference number on the portal. • Reference Number will be generated ‘5’ digit Number by using alphabetic characters "abcdefghijklmnopqrstuvwxyz“ and digit number (1000-99999) randomly.
Tracking of EM-I Application • Status of a submitted application may be displayed as follows. • Under process • Approved • Rejected • On Hold • Under process: Status of an EM-I form will be displayed as “Under process” as soon as it is submitted by an applicant.
Tracking of EM-I Application • Approved: If an application form is found to be complete and correct in all respects along with the necessary supporting documents then the same shall be approved by concerned GM, DIC/RIC. As soon as an application form is approved, the status of the same EM-I form will be displayed as “Approved” on the website. • Rejected: If any discrepancy is found with respect to the data entered in the application form/or supporting documents provided/ or any of the instructions to be followed under MSMED Act 2006 and its subsequent notifications have not been adhered to, concerned GM, DIC/RIC shall reject the application. As soon as an application gets rejected the status of the same EM-I form will be displayed as “Rejected” on the website. • Hold: On a few occasions DIC officials may ask for clarifications from the applicant. In such cases the application will be kept on hold and status against the same EM-I form shall be displayed as “On Hold” on the website.
Generation of EM-I Acknowledgment • After GM, DIC approves the application form submitted by the applicant or the application form is automatically approved by the system the “EM-I Acknowledgement” shall be generated for the applicant to download from the website.
EM-I Form Processing at DIC • Once the application form is submitted, it is transmitted electronically to the concerned GM,DIC. • The GM,DIC logs in and views the list of applications submitted on his dashboard. • GM,DIC verifies the application form, and the attached supporting documents. • After verification GM,DIC, for necessary action or may keep the application on hold mentioning the reason for the same.
Review Of Submitted EM-I Application Form • GM, DIC checks the filled up application form and will have the option to view the attached supporting documents. • After verification, GM, DIC can keep the application on hold mentioning the reason for the same . • If an application form is found to be completed in all respects along with the necessary supporting documents then the same shall be approved by concerned GM, DIC. • The status of the application will be ‘Approved’ and Entrepreneur can download the Acknowledgement.

GM,DIC PUT THE PRODUCT CODE • Product Code specified from time to time by the development commissioner(small scale industries),Govt. Of India. • To be filled District Industries Centre or the office. Where the Entrepreneurs Memorandum is submitted .
