Mission • “To recommend and document NATO-wide guidelines to allow the cross-border operation of unmanned aerial vehicles (UAVs) in non-segregated airspace”

Study 4685 STANAGs 4586 & 4660 STANAG 4671 Human Factors Airworthiness System Architecture & Data Links FINAS Sense & Avoid Medical Standards Other NATO UAV System Documents Study 7192 Designated UAV Operator Training Air Traffic Management Spectrum Management Working Paper NATMC Working Paper STANAG 4670 NC3 Board - Frequency ManagementSub-Committee
STANAG 4670 - DUO Training Requirements • Designated UAV Operator • Lists skills by • Subject knowledge areas • Task knowledge • Task performance • Tailored to UAV type and role • Undergoing Ratification • Being translated into French • Public domain
STANAG 4671 - USAR • UAV Systems Airworthiness Requirements • Fixed wing UAVs • 150 to 20,000 kg • Not stand alone – broad equivalence with CS-23 • US, UK, FR, NL Ratified with Reservations so far • Public domain – always!
USAR - Rotary WingUSAR - Light • FINAS intend to produce certification codes: • USAR-RW • based on CS-27 • Italy lead • USAR-Light • UAVs < 150kg • France lead
Study 4685 - Human Factors and UAV System Safety • FINAS exploring new topic • Agree objectives and deliverables • Agree approach • analyse UAV accidents • understand HF performance • make recommendations
Sense & Avoid Functional Requirements • Must consider separation provision & collision avoidance • Critically dependent on CONOPS • Ambient probability of collision • Proposing TLOS = 5 x 10-9 collisions/flight hr • Safety validation needed
How can NATO help? • NATO is NOT a “Regulator” but….. • Standardisation promotes: • interoperability • economy of effort • mutual trust • Why not use our USAR as basis for civil “CS-UAV” ?
