  3. PMEA Advocacy Council Mission & Reps The PMEA Advocacy Council shall advocate for music education and train members to be advocates. The council chair shall be elected by and from the council for a two-year term. The remainder of the council shall be composed of 12 district advocacy representatives, 4 industry representatives, and other such members as determined by the PMEA President with the approval of the Board of Directors. There may also be a nonvoting ex-officio representative from the Pennsylvania Department of Education.

  5. PMEA is a member of The Pennsylvania Arts Education Network This affiliation allows PMEA to work on policy issues with businesses and organizations who have an interest in arts education in Pennsylvania Advocacy Council

PMEA Fundamental Beliefs PMEA believes that music and the arts effectively: • Engage students in their creative, cultural, aesthetic, intellectual, social, physical and emotional development—indeed, in the development of their identities as students and citizens • Develop students’ skills critical to 21st century learning for success in school and life • Develop skills integral to the economy of the Commonwealth of Pennsylvania and the United States Advocacy Council

PMEA Fundamental Beliefs All pre-kindergarten through 12th grade students in Pennsylvania must be guaranteed: • Music and arts education offered as core curricula • Music and arts curricula based on a balanced, comprehensive and sequential pre-K-12, standards-based music and arts education • Music and arts education taught and assessed by certified music and arts educators Advocacy Council

  8. PMEA Advocates for: • A Comprehensive, Standards-Based, Sequential Music Education Taught by Certified Music Educators • Equitable Funding for Pennsylvania School Districts • A Full-Time Arts Education Staff Member at the Pennsylvania Department of Education Advocacy Council

  13. Curriculum and Instruction Council

C/I Council Mission The Pennsylvania Music Educators Association Curriculum and Instruction Council shall: • research, discuss, and recommend best practices of curriculum and instruction to PMEA members • collaborate with the PMEA Professional Development and Teacher, Training, Recruitment, and Retention Councils • promote the use of the 2014 National Core Arts Standards as well as the PA Academic Standards for the Arts and Humanities

  15. C/I Council Composition The Curriculum/Instruction Council is composed entirely of PMEA members. There is one member representing each of the 12 districts that divide PMEA geographically. These members are nominated to the Council by their district leadership. In addition to these 12 members, the Council also has experts representing 6 content areas and coordinators representing 5 special focus areas. These representatives can come from anywhere across the state and are elected by the state membership. The content areas are: • Band • Chorus • General Music • Jazz • Music Technology • Orchestra The special focus areas are: • Early Childhood • Higher Education/SMTE (Society for Music Teacher Education) • Music in a Cultural Context • Research Coordinator • Teaching Students with Special Needs

C/I Council Focus Areas and Stakeholders • The Curriculum and Instruction Council works to provide expertise and guidance to the PMEA membership regarding appropriate, relevant, and well-rounded curriculum that can be implemented with students PreK through Higher Education across all musical strands, including band; choir; orchestra; general music; music technology; and music theory, as well as any newly-emerging curricula. • The Curriculum and Instruction Council works to provide guidance to the PMEA membership regarding best practices in regards to instruction using appropriate, relevant, and well-rounded curricular materials.

C/I Council Collaboration • The Curriculum and Instruction Council collaborates with the Council for Teacher Training, Recruitment, and Retention to create curricular resources to be used in the instruction of pre-service music teachers. • The Curriculum and Instruction Council collaborates with the Professional Development Council to provide professional development opportunities for in-service music teachers in the areas of curriculum and instruction. • The Curriculum and Instruction Council may have the opportunity in the future to collaborate with the Student Events Council in order to create instructional materials as additional strands are added to the All-State Festival.system

C/I Council Goals The current goals of the PMEA Curriculum and Instruction Council are to: • Be advocates for use of the Model Curriculum Framework, especially for school districts that are actively updating music curriculum • Put out a call to the PMEA membership for lesson plans so that members of this council can vet them and put them into the templates available for exemplary lesson plans as part of the Model Curriculum Framework website • Create rubrics to be used in the vetting process for exemplary lesson plans • Create any additional resources that may be needed in conjunction with the Model Curriculum Framework website

C/I Council Goals (continued) The current goals of the PMEA Curriculum and Instruction Council are to: • Create videos/slideshows to send to the membership or place on the Model Curriculum website that explain how to use the Model Curriculum Framework, including how members can contribute to it • Work with the Professional Development Council to present sessions on the new national standards, exemplary lesson plans, etc. • Find mentor school districts that have already used the new national standards for curriculum revision and are willing to help other school districts that are just starting the process of curriculum revision under the new standards • Encourage all Pennsylvania music teachers to become members of PMEA so that they have access to the members-only resources provided by PMEA, including the Model Curriculum Framework

  21. PMEA District Presidents/VP Council Mission “The District Presidents and Vice Presidents Council shall discuss common issues and share best practices within and among districts. This council shall not deliberate separately on matters to come before the board of directors, nor may it bring proposals to the board. It shall have no chair; each meeting shall be presided over by the district presidents in rotation.”

  23. PMEA Past State Officers Council “The Past State Officers Council shall advise the Executive Committee and State Board and select state awardees and honorees as directed by the board. It shall be chaired by the Immediate Past President, and shall be composed of state officers nominated by the President and approved by the Board.”

  24. Professional Development Council

  25. PMEA Professional Development Council Mission: “The professional development council shall develop and plan professional development opportunities for the members. The chair of the council shall be elected by and from the members of the council. The remainder of the council shall be composed of 12 district professional development representatives. Other members may be designated by the President with the approval of the PMEA Board of Directors.”

  27. PMEA Professional Development Council Act 48 Credits: PMEA is approved as an Act 48 provider by the Pennsylvania Department of Education (PDE). Members looking to receive continuing education hours for attendance to a PMEA-sponsored event (i.e. fest, festival, workshop) must sign-in and confirm their PDE number at the event. Two surveys must be completed within two weeks of the event: 1)PDE Survey 2) PMEA Survey for District/Region Events

  29. Student Performance Events Council Reps Membership comprised of PMEA State Adjudication Chair, All-State Festival Coordinator, 12 District Fest Coordinators, and 12 District Festival Coordinators

Student Performance Events Council Goals The focus of the Student Performance Events Council is to improve Fest and Festival experiences for students through policy, consistency, and quality assurance. The main business meeting is held in June of each year with additional small Zoom meetings as needed throughout the year.

  31. Council for Teacher Training, Recruitment, and Retention

  32. PMEA Council TTRR Mission The purpose of the PMEA Council for Teacher Training, Recruitment, and Retention (Council TTRR) is to “discuss strategies and implement programs which support the life cycle of a music educator.”

  33. PMEA Council TTRR Stakeholders Serving as an advisory committee to all PMEA councils, Council TTRR proposes programs, projects or resources for the career development of pre-college, pre-service, first-year through veteran, and retired teachers.

  34. PMEA Council TTRR Focus Areas • Training of pre-college, pre-service, in-service, and retired members in career development to support professionalism, career exploration, growth and change, and personal goal setting. • Recruitmentof quality and engaged candidates to college music education programs. • Retention and engagement of urban, rural, minority, disadvantaged, and more diverse music teachers and students in the profession.

The PMEA Council for Teacher Training, Recruitment, and Retention has posted resources providing students (and their teachers) assistance in the pre-college training and preparation of future music educators.   41. Council TTRR FMEHS Future Music Educators Honors Symposium (FMEHS) is for high school seniors who have been accepted into a Music Education program. Purpose - To present a series of experiences in a professional setting within the students’ chosen career path. Students will make connections with their future peers and mentors, create a support system for their career preparation, and have opportunities to discuss and reflect on all aspects of their future careers with college music education majors and professional educators.

  42. Council TTRR Mentoring PMEA Mentor Program:“Teachers Helping Teachers” • Teachers new to the profession or newly re-assigned can be matched with an experienced trained mentor in a similar assignment to have as a resource throughout the year or beyond • PMEA members can send one-time inquiries on just about any topic to be connected with trained mentors who would have the answers or be able to talk through an issue • 24 trained mentors teaching all things music to preK-12 students: chorus, band, orchestra, theory, theater, Rock Band, guitar, history, vocal, technology, general, ukulele, appreciation, composition • Mentors sit on discussion panels at colleges/universities and PMEA District Professional Days

  43. Council TTRR PCMEA PA Collegiate Music Educators Association consists of a select group of students, representing each district in Pennsylvania. Each year, PCMEA members elect a President-Elect, Regional Coordinators, and a Technology Coordinator. A Secretary is nominated by the President. The PCMEA Executive Board meets periodically throughout the year and represents all pre-service music educators throughout PA.

  44. Council TTRR SMTE The purpose of the Society for Music Teacher Education is • Promote informed collaborative action on behalf of music teacher education; • Support and disseminate research on the recruitment, preparation, and professional development of music educators; • Enable music teacher educators to develop innovative programs and initiatives; • Provide leadership on policy initiatives influencing licensure, certification, teacher evaluation and other areas of impact; • Serve as a resource for state, regional, and national associations regarding developments in music teacher education and in the certification of music teachers.

  45. Council TTRR TRI-M Tri-M is an International Music Honor Society sponsored by NAfME. Tri-M includes students in grades 6 through 12. Currently, there are over 2,100 chapters in all 50 states involving more than 84,000 students. Besides shining a bright light on their school’s music programs, these future leaders contribute more that 750,000 service hours in their local communities.
