Civil Protection Emilia-Romagna Region • The Civil Protection Service operates together with a regional system composed by local and statal structures, public and private organizations, voluntary associations trough agreements and protocols. The system is composed by the following structures: • Civil Protection Service (Regional level); • Provinces; • Communes; • Consortium of Communes in a mountain area; • The Fire Brigade; • State Forestry Unit; • Port Authority; • Prefecture; • University and Research Centres.
Structure of the CIVIL PROTECTION SERVICE • Risk prevision and prevention unit; • Emergency planning unit; • Regional Operative Centre; • Voluntary sector; • Informatics and Telecommunication unit; • Formative, Information and communications sector; • Legal and accounting unit.
INTERREG III B-CADSES(REgional Disaster COmmon DEfence) REDCODE
Red Code PROJECT • The inclusion of New Member States requires the setting up and the sharing of common tools and guidelines to better face with prevention of the risks and management of disasters. • RED CODE aims to set up methodologies and actions at transnational level to put the basis for an European protocol in order to manage, monitor and prevent disasters and calamities.
Red CodeTARGETS • Planning, promotion and development of regional civil protection systems; • Definition of common administrative rules and procedures in the civil protection sector; • Elaboration of common programmes concerning the training of civil protection’s operators; • Setting up and development of civil protection’s Operative Centres, also through know how and best practices exchanges, as well as the definition and improvement of operative’s procedures on warning, pre-alarm and alarm.
Expected OUTPUTS • Guidelines on emergency’s planning matters; • Data base; • Guidelines to check the safety of damaged buildings; • Risk maps; • Information activities to promote and spread up self-protection; • Pilot projects involving authorities and research institutes, to improve the activities of citizen’s lifeguard and to reduce natural and technological risks; • Common protocols among risk operative centres.
