Where We Are Today • Workload and contracts for FY13 are down • Still achieving most of our Small Business Targets • Overall target 26% • Currently at >27%
Small Business Strategy • Four way interaction at multiple levels for maximum access and support! • Senior leadership – continuous, high visibility • SSC Pacific Deputy for Small Business • Direct report to CO and ED • Small Business Advocate • Contracting Office • Portfolio Managers / Technical Staff – drive demand Partnering with Business is a Top Priority!
Women Owned Small Business • Biggest impact on performance was WOSB graduating from a Small Business to Large Business • “InnovaSystems” supports DRRS and DRRS-N • Recently awarded our very first "WOSB Set-Aside“ • Restricted to WOSB's only • Multiple Award IDIQ with a value of $500K
Facilitating Success • Capitalizing on SPAWAR Office for Small Business Programs • Collaborating with industry • Committing to industry forums i.e. SIEN, NDIA Exec Forum, and outreach like Navy Gold Coast • Hosted 2012 Outreach Event • Re- introduced ourselves • Invited industry to discuss work with Portfolio Managers • Educating workforce and small business partners
Special Note On Pillar Contracts • SSC Pacific is NOT planning wholesale move to Pillar Contracts, however: • We will consolidate when/if it makes sense and when a strategic advantage can be created • We will NOT jeopardize competition nor inadvertently promote "excessive subcontracting" • Cost will remain a very important factor in contract award
What Small Businesses Can Do • Monitor SPAWAR eCommerce and FEDBZOPs • Ask questions / make suggestions • Respond to Requests for Information (RFIs)… even if you can't do 100% of the work • Register in Federal Government's System for Award Management (SAM)… you can't get an award if you’re not registered • Get to know us and let us get to know by participating in NDIA, SIEN and outreach events
Our Shared Future • More budget cuts in FY14 and beyond • CORE mission focus • Pursue partnership opportunities that benefit the warfighter • Continued oversight • Small Business Program Support • Competition • Tripwires
