MODULE TWO: SEMS BASIC ELEMENTS
Developed by Federal, State, and Local Fire Services A National Generic” ICS has been adopted by SEMS for use at the Field Level. (ICS)INCIDENT COMMAND SYSTEM
(MACS)MULTI-AGENCY COORDINATION SYSTEM • Fire Resource Management System • SEMS uses only the “inter-agency coordination” aspect of MACS to facilitate decisions regarding resource priorities. • SEMS refers to this decision process as “Multi / Inter-agency Coordination.”
MASTER MUTUAL AID AGREEMENTS: • Voluntary and reciprocal agreements which provide services, resources, and facilities, when jurisdictional resources are inadequate. • Several Mutual Aid Systems form essential links in SEMS
OPERATIONAL AREAS: • Consists of ALL Local Governments within the geographical limits of a County. • In SEMS, “Local Governments” are Cities, Counties, and Special Districts. • Responsibility for forming Operational Areas rests with the Chairman of the Board of Supervisors.

FIVE SEMS ORGANIZATIONAL LEVELS: FIELD LEVEL LOCAL GOVERNMENT LEVEL OPERATIONAL AREA LEVEL REGION LEVEL STATE LEVEL
FIELD LEVEL: • The level where emergency response personnel and resources carry out TACTICAL missions, activities, and decisions in direct response to an INCIDENT.
LOCAL GOVERNMENT LEVEL: • Cities, Counties, & Special Districts • Local governments MANAGE and COORDINATE the OVERALL emergency response and recovery activities in their jurisdictions.
OPERATIONAL AREA LEVEL: • County and ALL political sub-divisions • Coordinates information, resources and priorities among all local governments • Is the intermediate level between Region and Local Government
Coordination between Operational Areas in each Mutual Aid Region Coordination between Operational Area and State Level Coordinate overall State Agency Support within the Region. REGION LEVEL:
May coordinate support between Administrative Regions as required May act as the initial point of communication and coordination between California and the Federal Response System. STATE LEVEL:

LOGISTICS: LOGISTICS (FIELD) LOGISTICS (EOC) PROVIDES SERVICES, PERSONNEL AND EQUIPMENT IN SUPPORT OF THE INCIDENT PROVIDES SERVICES, PERSONNEL, EQUIPMENT, AND FACILITIES IN SUPPORT OF ALL JURISDICTIONAL OPERATIONS
FINANCE / ADMIN. (EOC) FINANCE ADMINISTRATION FINANCE / ADMIN. (FIELD) PROVIDES FINANCIAL ACCOUNTING AND COST CONTROL AT INCIDENTS OVERALL RESPONSIBILITY FOR FISCAL ACCOUNTING, COMPENSATION & CLAIMS, AND FOR JURISDICTION’S DISASTER SURVEY REPORT

FIELD LEVEL STAFFINGCONSIDERATIONS: • KIND / SIZE of the emergency • Disciplines involved • Background and experience • Training: Qualifications and Certifications • Agency policy
EOC STAFFING: LOCAL AND OPERATIONAL AREA EOCS MANAGEMENT FUNCTION: City or County Administrators, Department Heads, PIO Team, Safety Officer (Risk Manager), Security Officer, Liaison Officer, Elected Official (Optional), Emergency Manager
EOC STAFFING: LOCAL AND OPERATIONAL AREA EOCS OPERATIONS FUNCTIONS: FIRE, LAW, PUBLIC WORKS, PARKS, MEDICAL AND OTHER DISCIPLINES WILL GENERALLY COORDINATE ACTIVITIES IN “BRANCH” CONFIGURATIONS DURING THE INITIAL ACTIVATION.
EOC STAFFING: LOCAL AND OPERATIONAL AREA EOCS PLANNING/INTELLIGENCE FUNCTION: PLANNING, ENGINEERING, BUILDING AND SAFETY; ALONG WITH FIRE, LAW AND OTHER SUPPORT PERSONNEL.
EOC STAFFING: LOCAL AND OPERATIONAL AREA EOCS LOGISTICS FUNCTION: USUALLY STAFFED BY GENERAL SERVICES, PUBLIC WORKS, ALSO FIRE AND LAW, ADMINISTRATIVE SERVICES AND OTHER DEPARTMENTS MAY ASSIST.
EOC STAFFING: LOCAL AND OPERATIONAL AREA EOCS FINANCE/ADMIN. FUNCTION: FINANCE DEPARTMENT AND ADMINISTRATIVE SERVICES TYPICALLY MANAGE AND COORDINATE THIS FUNCTION
UTILIZE THE 5 SEMS FUNCTIONS SECTION CHIEFS ARE USUALLY STATE OES MANAGERS SECTIONS STAFFED BY OTHER STATE AGENCIES AND FEMA ESFs REGION AND STATE EOC STAFFING:

OPERATING REQUIREMENTS FOR SEMS ORGANIZATIONS: • USE OF ICS IN FIELD OPERATIONS • USE OF MULTI / INTER-AGENCY COORDINATION • USE OF THE 5 SEMS FUNCTIONS AT ALL LEVELS • PERSONNEL MUST HAVE DESIGNATED POSITIONS, WITH SUPERVISION • PERSONNEL MUST OPERATE SAFELY.
