El fin de la dictadura Guido Vildoso convocó al Congreso elegido en 1980, en el que se proclamó como ganadores a Hernán Siles Zuazo (presidente) y Jaime Paz Zamora (Vicepresidente), pertenecientes a la Unidad Democrática Popular (UDP) un frente de izquierda. El 10 de octubre de 1982 se posesionaron en el Congreso ambas autoridades.
