Rural Energy for America Program (REAP) • Renewable Energy Systems and Energy Efficiency Improvements projects • Grants and guaranteed loans • Eligible for agricultural producers and rural small businesses (Must be for-profit) • Feasibility Studies for Renewable Energy System projects • Energy Audit Assistance

  6. Eligible Projects • Purchase of a renewable energy system or energy efficient improvements • Technology must be pre-commercial or commercially available, and replicable • Project must have technical merit

  7. Renewable Biomass Bio energy Anaerobic digester Wind Large vs. small Solar Electric Thermal Large vs. small Geothermal Direct use (heat pump) Electric generation Hydrogen Hydroelectric (small) Hybrids Ocean Energy Renewable Energy Systems

  8. Energy Efficiency • Improvements to a building, facility or process that reduces energy consumption or energy consumed per square foot • Lighting, refrigeration, cooling, insulation • Replacement of existing systems

  9. Grant Funding • Grants may be made for up to 25% of eligible project costs • Renewable energy max. grant: $500,000 • Minimum: $2,500 • Energy efficiency max. grant: $250,000 • Minimum: $1,500

  10. Guaranteed Loans • Normally 80% guarantee • 85% for loans $600,000 or less • 70% for loans greater than $5 million • Loan amount limited to 75% of total eligible project costs • Maximum guaranteed loan amount: $25 million

Combined Funding • Project could apply for both grant and guaranteed loan • Combined funding limited to 75% of total eligible project cost • Simultaneous submission of grant and guaranteed loan applications • Grant portion of funding may be used to fulfill equity requirement for guaranteed loan

  12. Rural Energy for America Program (REAP) • Renewable Energy / Energy Efficiency Grants and Loan Guarantees • Funds allocated to state offices • Competitive selection • National reserve available when state allocation is exhausted (competitive)

  13. Competitive Funding • State allocations—three “pots” of money • Grants $20,000 or less ($80K project) • Grants greater than $20,000 • Guaranteed Loans • National reserve competition when state funds are exhausted

Rural Energy for America Program (REAP) • Energy Audit and Renewable Energy Development Assistance • Grant funding to assist with cost of performing energy audits or technical assistance for renewable energy projects (site selection, resource assessments) • Colleges and universities, units of state or local government, Rural Electric Cooperatives, public power entities eligible
