LA Basin P2E PopulationImpacts of ab 109 realignment • Nearly 30% of adults released from State prison to LA Basin – 10,000 annually – ½ to Parole and ½ to Probation PRCS. • 25% increase in jail population averaging more than 16,000 inmates in 8 county jails annually. • County Probation supervises 70,000 justice-involved individuals annually, of which appx. 15% are AB 109 – average length of supervision is 27 months.

Rigorous Community Engagement processPhase i: Gather intelligence AND build alliances500+ stakeholders • Facilitated Reentry Forums in 8 Economic Regions of the County • CBOs, county agencies, post-secondary, workforce and industry • Identified 70 barriers and needs; 28 strategy recommendations, and 19 models and promising practices in three categories: • I. Reentry Services • II. Education and Employment • III. System Alignment • Partnership Agreements with Key Stakeholders • CDCR Adult Parole Operations and Rehabilitative Services; LA County Probation • LA City Office of Reentry, LA County Office of Diversion and Reentry (County Mental Health and Housing Authority) • Los Angeles Regional Reentry Partnership (400 CBO members); and Amity Foundation , Chrysalis, Goodwill, Five Keys

P2E Stakeholder engagementWhat We Learned • Operational silos across all public and non-profit agencies. • Limited data collection and sharing capacity. • Significant Realignment resources in the region funding pilot efforts: Prop 47 and SB 678. • 38 respondents surveyed reported serving more than 29,000 justice-involved individuals in 2018 (under-funded, unable to meet demand - particularly supportive services). • Lived-experience peer mentoring is highly effective.

P2E Stakeholder engagementWhat We Learned • More than 600 employers hired justice-involved individuals in 2017-18 • 2,218 justice-involved individuals employed through the workforce system (39 AJCCs) in FY 2017-18 at an average wage of $12.00 (LA living wages: $14.62). • Entry-level jobs - About 40% in high growth sectors in construction, trade and logistics, healthcare, and leisure and hospitality. • A variety of P2E-focused training programs identified at adult schools, Community College CTE, and labor (SEIU, Hospitality Training Academy, MC3 Construction)

LA BASIN P2E PLANINTEGRATED SERVICE DELIVERY Co-located Service Delivery at 15 Geo-located AJCC Reentry Hubs • CBO lived-experience peer mentoring • CBO/County ODR Reentry Intensive Case Management (RICMS) • AJCC employment and training services • Parole and Probation referrals through WDACS ARS system • Teamed (CBO and AJCC) Jail/Prison in-reach and CDCR/Parole Outreach • Collaboration with Specialized Treatment for Optimized Programming (STOP) Contractors

LA BASIN P2E PLANDEMAND-DRIVEN EMPLOYER ENGAGEMENT • Build upon best practices transitional jobs programs as a key Earn and Learn strategy for soft skills development and career exposure. • Conduct benefits-oriented marketing outreach through 39 regional chambers (LA Chamber Fair Chance Act campaign) and industry associations. • Transform hiring decisions from good will to good business (high job retention and company loyalty; low turn-over). • Utilize BSRs to assist employers with tax credits, Fidelity Bonding program and employee onboarding and retention (especially small employers). • Utilize industry champions for sector engagement, particularly in healthcare and supply chain manufacturing.

LA BASIN P2E PLANcross system data collection and sharing Interim Solution: Active Roles Server (ARS) / County WDB/WDACS • Electronic referral by Parole and Probation. • Data-sharing between workforce, corrections and community partners. • Capacity to collect and report data through CalJOBs. • Data informed planning and decision making by Reentry Hubs and 3 Stakeholder Workgroups: Reentry Services, Employer Engagement and System Alignment.
