Composed of 3 differentsides The Lille urban area: 1 200 000 inhabitants The Belgian part (335 000- bicultural) The southern arc ( 1 500 000 inhabitants)
A polycentricmetropolitan area witholdindustrial tradition • Constraints: • A lack of decision-making potential • Lower connectivity in the global economy network • Weak cultural and environmental attractiveness • A strong industrial presence ( in the population, derelicted buildings and brownfields) • A split governance

POLICIES TO IMPLEMENT • To overcome the handicap of this old industrialized and polycentric region, determined and coherent policies must be implemented • The metropolitan central area must federate on either sides of the border: it has to be strengthned to reach the european standards ,but it must implement complementary functions between the different urban territories (to reach critical mass and bring more cohesion)
POLICIES TO IMPLEMENT • The cooperation must become a partnership from which all parties benefit on different common fields: • Environment (green belt , sustainable development) • Quality of heritage and its common promotion • Accessibility • Enhancement of a clear multicultural image • Enhancement of indigenious initiatives • Development of R and D

The Metropolitan Area Association • This association was created in 2007, with the french side of the Metropolitan Area. • A workshop is working on different actions to implement, related to the economic development: • - A survey( with map) of land opportunities • - A survey of different stakeholders of competitive clusters and excellence sectors • - A chart for good practices between the different parts of the metropolitan area.
The Metropolitan Area Association • Before the creation in 2007 several other workshops had worked on fields related to the economy: • - Cooperation in Design industry in Belgium (Kortrijk) and France (Valenciennes). • - How to stimulate the process of R and D in the metropolitan area • - Build a shared diagnose of logistics and transportation of freight in the area.
DELTA 3 : The NPdC multimodal and logistics hub • Inauguration on december 5th 2003 • It is a trimodal hub, a gathering place upstream for the northern european seaports (Rotterdam, Antwerp, Zeebrugge, Oostende, Dunkirk, Le havre…) • Originally Delta 3 was a transplanting of the combined transport Lille Saint Sauveur work-site, but went from a bimodal terminal to a trimodal one
DELTA 3 : The NPdC multimodal and logistics hub • The site is 22km from Lille, 115km from the Channel, 140km from Antwerp • Set up on a 300ha area, this hub is composed of a trimodal worksite and a logistics zone. • It is linked to A1 motorway, and, by rail to Lyon, Marseille, Avignon, Toulouse, Perpignan, Valladolid and Novare • It is connected, by waterways, to Antwerp, Rotterdam, Zeebrugge, Dunkirk and……Ile de France

Building an excellence cluster • With 3 poles: • 1- The productive pole: work site and logistic areas with an internet hub : Euralogistic.com • 2- The Learning center: A campus for logistics (in process with the Region N PdC.) • 3 – The research center: With Region, INRETS, ITRANS
