  3. Organisational Structure in the South East Coast

  4. What do Primary Care Trusts do? PCT’s have three core functions: To commission (or contract) services from other providers, including GPs, dentists, opticians and community pharmacies, acute trusts and mental health trusts. To  provide some services ourselves - mainly through our clinical teams that work across the community and in community hospitals.  To improve the health of the people in the local Health Economy area, for example through services like the stop smoking services.

Overview of the Scheme Strategic - Operational - Education The Graduate Management Trainee Scheme for Commissioning was established across Primary Care Trusts in Kent and Sussex in response to the Department of Health - World Class Commissioning agenda launched in 2007. Over a period of two years, the scheme will develop the knowledge, skills and competencies of the trainee, in line with the World Class Commissioning competency framework, with a view to developing and retaining highly skilled and effective Commissioning managers in the local Health Economy

Why would I want to join the World Class Commissioning Graduate Scheme? • Band 6 Salary – (Annex U) approx £22,222 starting salary • Two Year Fixed Term Contract • Exposure to observe and learn from Senior NHS Management • Fast Track Development – post graduate education – Diploma or Master’s Degree provided by Brighton & Sussex Medical School • Ability to be creative and think of new ideas to old problems

Expectations of Graduates • Minimum 2:1 degree, any discipline • Enthusiasm to learn and develop • Recognition that it will be challenging but an excellent grounding for a future • career in the NHS • Integrity, commitment and energy • Take ownership and responsibility for their own development • Take initiative!!

Expectations of PCT’s & Line Managers • Make Trust and wider health economy connections for the Trainee • Be supportive and have a developmental focus • Meet regularly with the Trainee to agree direction and solve problems • Engage with the Graduate Development Manager to effectively deliver • the WCC Development programme aims • To attend information & guidance sessions to support Placement Line • Managers and HR Leads throughout the programme

Our Scheme… • World Class Commissioning Graduate Scheme is in its 3rd year – constantly developing and growing • Supported and endorsed by 7 PCT Chief Executives’ across the South East Coast • This year we have 4 placements available – NHS West Kent, NHS Eastern Coastal Kent, NHS East Sussex Downs & Weald and NHS West Sussex • Partnership working with the National Management Training Scheme • Aim to develop Graduates to become Commissioning Managers at Senior level within 4 years
