Advancing toward the Future • Vision beyond Humbolt to the 21st Century • The “Ivory Tower” is no longer a reality • Benefiting society is expected • Institutional accountability is demanded • Protecting university autonomy is critical • Higher education must connect with its internal and external stakeholders • Is higher education a public good?
The University of Aveiro • A two-fold approach was implemented • Internal: institutional priorities and goals • External: a governance structure that connects the university with its publics • A strategic planning model was the vehicle for connecting the internal and external environments (stakeholders)
Internal Strategy • Implement a strategic planning process • Agreement on mission • External perspective and vision • Focus on priorities • Increased communication • Better framework for decision-making • A positive and proactive university image
Strategic Planning • Internal institutional examination • External environmental scan • Seek institutional input and involvement • Set priorities and goals • Develop an action plan for each goal • Establish a shared, participatory process • Share planning with external stakeholders • Continually evaluate the process
External Strategy • Change the university governance structure • University Board of Advisors • Statutes must be changed • The Board’s role must be clearly defined • Interface the internal and external environments (stakeholders) through the strategic plan. • This is the Board of Advisors’ “manual”
