  2. Types of Student Interns Student Interns in Children & Youth Services are classified according to their professional discipline: • Social Work interns • Marriage and Family Therapy interns • Psychology interns Behavioral Health Services - QIPC

  3. Social Work Intern & Pre-licensed There are two types of social work interns: • Social Work student interns. • Associate Clinical Social Workers (ACSW). Behavioral Health Services - QIPC

Social Work Interns Social Work Student Interns are defined as: • Currently enrolled in an accredited Masters in Social Work program. • Not collecting hours toward licensure. • Can bill for all service functions, according to training and scope of practice. • Supervisor’s co-signature is required on the MTP, CSP and progress notes. • Can bill Medi-Cal for services only during the duration of their internship. Pre-licensed Social Workers Associate Clinical Social Workers (ACSWs) are defined as: • Have completed a Masters degree in Social Work. • Currently collecting hours toward licensure. • Must have a valid registration with the Board of Behavioral Sciences before employment starts. • Can bill for all services functions, according to training and scope of practice. • Supervisor’s co-signature is required when completing an Assessment Summary or Annual Update. Pre-licensed Social Workers • Medi-Cal waiver applies for ACSWs. • The Medi-Cal registration/waiver refers to the period of time an unlicensed clinician is able to bill Medi-Cal for the provision of EPSDT services. • For ACSWs the six-year rule applies. The BBS will not accept hours of experience toward licensure older than six years from the time the clinician applied for licensure. Behavioral Health Services - QIPC

Marriage and Family Therapy Interns MFT trainees are defined as: • Currently enrolled in an accredited Masters degree in Psychology program. • May or may not be collecting hours toward licensure. • Can bill for all service functions, according to training and scope of practice. • Can bill Medi-Cal for services only during the duration of their internship. • Supervisor’s co-signature is required on the MTP, CSP and progress notes. Marriage and Family Therapist Interns MFT interns are defined as: • Have completed a Masters degree in Psychology. • Currently collecting hours toward licensure. • Must have a valid registration with the Board of Behavioral Sciences before employment starts. • Can bill for all service functions, according to training and scope of practice. • Supervisor’s co-signature is requiredwhen completing an Assessment Summary or Annual Update. Marriage and Family Interns • Medi-Cal registration/waiver applies for MFT interns. • The Medi-Cal waiver refers to the period of time an unlicensed clinician is able to bill Medi-Cal for the provision of EPSDT services. • For MFT interns the six-year rule applies. Psychology Interns Practicum level psychology interns are defined as: • Currently enrolled in a Masters or Doctoral degree program. • Not be collecting hours toward licensure. • Can bill for all service functions, according to training and scope of practice. • Can bill Medi-Cal for services only during the duration of his/her internship. • Supervisor’s co-signature is required on MTP, CSP, progress notes and psychological testing reports. Psychology Interns Internship level psychology interns are defined as: • Currently enrolled in a Masters or Doctoral degree program. • Collecting hours toward licensure. • Can bill for all service functions, according to training and scope of practice. • Can bill Medi-Cal for services only for the duration of his/her internship. • Psychology interns who have earned 48 semester units or 72 quarter units must apply for a DMH waiver. • Regardless of the DMH waiver status, CYS requires a supervisor’s co-signature on the MTP, CSP, progress notes and psychological testing reports. Psychology Interns Post doctoral psychology interns are defined as: • Must posses a doctoral degree in Psychology. • Are collecting hours toward licensure. • Must apply for a DMH Medi-Cal waiver. • For contract clinics only: Must have a valid registration as a registered psychologist or psychological assistant with the Board of Psychology before employment starts. • Can bill for all service functions, according to training and scope of practice. • Can bill Medi-Cal for services only for the duration of his/her internship. • CYSrequiresa supervisor’s co-signature when completing an Assessment Summary or Annual Update. . Psychological Assistant – Definition(For contract clinics only) Psychological assistants are defined as: • Have completed a doctoral degree in Psychology. • Must obtain a Medi-Cal waiver. • Can bill for all service functions, according to training and scope of practice. • Registration with the Board of Psychology is required before employment can start. This registration can only be renewed up to 72 months. • This registration expires on a yearly basis, and must be renewed by the clinical supervisor on-time for ongoing practice. • CYS requires a supervisor’s co-signature when completing an Assessment Summary or Annual Update. Registered Psychologist – Definition Applies to some CYS contract clinics only ) A registered psychologist is defined as: • Has completed a doctoral degree in Psychology. • Has completed at least 1,500 hours of qualifying supervised professional experience. • Ph.D. works for a non-profit community agency that receives a minimum of 25% of its funding from some governmental sources. • Non-renewable credential. Associated with the employing community agency and lasts only 2 ½ years. • Must obtain a waiver to bill Medi-Cal.

  17. Registered Psychologist – (Definition continued)(Note: Applies to some contract agencies only.) A registered psychologist is defined as (continues): • Can bill for all service functions, according to training and scope of practice. • Registration with the Board of Psychology must be in place before employment starts. • CYS requires a supervisor’s co-signature when completing an Assessment Summary or Annual Update.   18. Pre-licensed Psychologist - Definition (Applies to county clinics only.) Behavioral Health Services - QIPC A pre-licensed psychologist (Psychologist I) is defined as: • A Ph.D. / Psy.D. who works for a governmental, non-profit agency or for-profit agency. (Examples include employees of state universities, state hospitals and county mental health departments.) • Has completed a doctoral degree in Psychology. • Registration with the Board of Psychology is not required. • May or may not have 1,500 hours of pre-doctoral supervised experience. • Must obtain a waiver to bill Medi-Cal. • Can bill for all service functions, according to training and scope of practice. • CYS policies requires a supervisor’s co-signature when completing an Assessment Summary or Annual Update.

Documentation of Student Status It is recommended that supervisors have written evidence of the following: • A letter from the graduate school verifying that the student is in good academic standing. • Start and end dates of the internship. • Number of hours the internship requires. • Name and title of the student’s field supervisor. Medi-Cal Waiver • The waiver refers to the period of time an unlicensed clinician is able to bill Medi-Cal for specialty mental health services. • All eligible psychology interns or doctoral level clinicians must obtain one. • The waiver for psychologists is for five years, and is not renewable. • In order to be eligible for such a waiver, the psychologist candidate must have successfully completed 48 semester or 72 quarter units of graduate coursework, not including thesis, internship or dissertation. • For MFT interns and ASWs, the six-year rule applies. The BBSE will not accept hours of experience toward licensure older than six years from the time the clinician applies for licensure. Behavioral Health Services - QIPC

Important Reminders • Student interns are expected to terminate with their clients by the end of their internship. • Student interns are responsible to make sure that all of the discharge paperwork, or case transfers, are completed by the end of the internship. • Under no circumstances will a student intern will be allowed to continue practicing beyond the end of his/her internship. • Student interns or post-degree interns must sign with their appropriate title for their program. • Once an internship has ended, per the letter of agreement, that intern is no longer eligible to bill EPSDT Medi-Cal. Helpful Reminders • For contract programs a valid registration as a Registered Psychologist or psychological assistant with the Board of Psychology is usually required before employment can start. • For all county and contract programs : For Person’s earning a Masters in Social Work or in other Behavioral Sciences a registration with the BBSE is required prior to employment. • For contract programs only: • No DMH waiver :A post- doctoral psychological intern without a valid Board registration or registration as a psychologist assistant can only function as a mental health rehabilitation specialist. This only allows them to bill Medi-Cal for assessment, case management and rehabilitation services. All of these services require a supervisor’s co-signature until the number has been obtained. • With DMH waiver :A post-doctoral psychological intern with a waiver can continue to bill MediCal while waiting for a valid registration number from the Board of Psychology.
