International ESCOs Associations • Brazil – EE country process • The energy efficiency program under the DSM policy (2000) stipulated that utilities had to spend a percentage of their revenue on EE projects • The presidential decree in 2000 required that all federal buildings reduce their electricity consumption by 20% within two years • In the midst of the 2001 energy crisis, the government showed considerable interest in developing a long-term and “market-oriented” EE policy • The Brazilian government explicitly recognized the potential importance of EE services and promote ESCO services as a key element in a long-term EE policy • Currently, the market size is around 60 - 70 ESCOs within a core group of eight ESCOs, only four assume financial risks related to savings performance at a level equal or near to the capital cost incurred to implement the EE project and have experience with the financial structuring of projects • Despite partial success in developing the ESCO market, barriers remain. Brazilian ESCOs consider the lack of access to competitive financing as a major impediment to concluding EE projects.

International ESCOs Associations • Chile –EE Country process • Depending on energy crisis different programs were started from 1970s • Public • On 2005, from the Ministry of Economy started Programa País de EficienciaEnergética and the National Program of Electrical Appliances Labelling • Public authorities has established goals of 5% of energy consumption reduction in public sector. • National Purchase System develop training , guides and Directives • Chilean Public Procurement System developed EE Product Guide and Directive • Being an Organisation for Economic Co-operation and Development (OECD) country implies to accomplish with indicators (i.e.: decoupling GDP and energy consumption rate) • Drivers: • Private driver given by international markets (Food market: Fruits, fishes, wine) • International Retailers with ER goals (Walmart Case) • Promotion of Clean Energy Market Opportunities “ (ATN/ME: 9862-CH) defined jointly with different stakeholders the ESCO concept for the Chilean market and support first meetings for creation of ANESCO

  9. Process of the Chilean ESCO Association • Three stages could be described in the process • Formative Stage (2007 – 2008) • Start stage (2009 – 2010) • Operation stage (2011- 2012)

Process of the Chilean ESCO Association • ANESCO Formative Stage (2007 – 2008) • Fundación Chile brought together the ESCOs companies, • Inviting them to work together and apply to CORFO funds to co finance their training process. • At this stage five companies were involved: JHG Ingenieria, Proquilab, Prevent, Master Ingeniería and Johnson Controls. • The first four were 3 SMEs with complementary areas and sectors of expertise: mining/thermal process, industry/chemical process, HVAC control, industry/solar thermal services and 1 supplier of HVAC systems. • Apply to CORFO line called “ProyectosAsociativos de Fomento” (Associative Development Projects) - PROFO ESCO. • And we got • USD 30.000 (50% financed by CORFO and 50% financed by the partners) app. USD3.000 by each ESCO (cash and in kind) • To held 12 month of joint activities

Process of the Chilean ESCO Association b) Start stage (2009 – 2010) • PROFO ESCO Manager was hired for accomplishment activities and get committed project milestones • PROFO ESCO Manager was also responsible for applying to second phase of co financing gotten 12 additional months of resources (for 2011 activities)

A recognition of the authority who sees ANESCO as an organized counterpart supporting the development of policies, regulations and standards on Energy Efficiency. • ii. An organization able to develop demonstrative success cases, including technical and financial issues, showing which of them can be profitable and which could need government co financing. • iii. Recognition from other international ESCOs Associations, specially form the Brazilian ABESCO. • Development of common knowledge, especially in matters as contracts and Project finance models, as they were worked together had required less individual investments. • Common marketing activities on an integrated offer • Project quality control in between peers

Process of the Chilean ESCO Association c) Operation stage (2011- 2012) • The ANESCO mission is “promote the maximum development of the energy efficiency market in Chile”. • With a total of 27 partners, they are actually a trade association self financed. Looking to recruit new members companies, open to consultancy firms (Energy audits developers). ESCOs, technology suppliers, utilities, large consumers, universities and researchers. • It highlights the entry of large international energy service providers, such as Cofely (GDF Suez France), Creara (in Spain), SEC (in Uruguay) and Johnson Controls (USA).

Process of the Chilean ESCO Association • c) Operation stage (2011- 2012) (cont.) • • The attributes which characterize are: • o The only association of private companies linked to energy efficiency services, in the Chilean emerging and attractive market • o Inclusive association representing industry stakeholders and representative transversely. • o Member’s expertise is different and complementary • o They have worked in one of the most complex issues in EE, which is the preparation of performance contracts • o The only association that promotes the ESCO business

Process of the Chilean ESCO Association • c) Operation stage (2011- 2012) (cont.) • • Their focus is to be a channel of communication and collaboration between partner companies, authorities and other relevant stakeholders being part of the discussion and development of policies for the energy sector and a channel for promotion and development of the energy efficiency supply and the Chilean market demand. • Diffusion activities as Newsletters, being part of Workshops, Seminars, etc.
