All students should receive a Free and Appropriate Public Education (FAPE) This means…. • All students deserve a free and public education regardless of their ability • All students deserve an education by the most highly qualified teachers, regardless of their ability
In addition to FAPE all students should be placed in the Least Restrictive Environment (LRE) This means… That all students, including students with disabilities, should be taught in the most “typical classrooms” when possible: this is Inclusion: special needs students being placed in neurotypical classrooms with your neurotypical children This includes classrooms with students of different abilities, races and cultures being taught by highly qualified teachers All students need to be given every opportunity to reach their highest potential of learning in the most opportunistic classroom
Even students with disabilities are included in all state assessments • This means that the state is obligated to appropriately prepare every student for grade level assessments; this includes providing accommodations for students with disabilities when necessary • Special accommodations are made for students with significant disabilities in the form of alternate assessments, however , the state is still obligated to provide each of these students with intensive learning opportunities
So what does this mean? In short, all students-even those with special needs-deserve every opportunity to reach maximum learning potential.
