CONSTITUTION SECTION 153 A municipality must: • Structure and manage its administration and budgeting and planning process to give priority to the basic needs of the community, and to promote the social and economic development of the community; and • Participate in national and provincial development programmes .

DRAFTING, REVIEW AND AMENDMENT OF IDP • MSA makes provision for: • DRAFTING: • Every 5 years: broadly covers Council term of office • REVIEW: • Annual review • Submit to MEC for assessment • AMENDMENT: • Well motivated amendments, as and when required
WHAT IS AN IDP? • A single, inclusive and strategic plan giving direction to all Development Initiatives • Identifies Development and Service Delivery priorities for whole municipality • Supports optimal allocation of scarce resources • Forms basis for National, Provincial and Municipal Budgeting alignment (DORA and MTEF)
IDP Minimum requirements • Vision for long term development • Assessment of existing level of development • Development priorities and objectives, incl. LED aims and internal transformation needs • Dev. strategies, aligned with national or provincial sectoral plans and binding planning requirements • SDF, incl. LUMS guidelines • Operational strategies • DMP • Financial plan, incl. budget projection for at least the next 3 years • KPIs and performance targets

MUNICIPAL COUNCIL (2) • Critical Generic IDP dates: • March - June 2006: Finalises and adopts 2006/07 IDP Review • July - Sept 2006: Finalises DM Framework and Process Plan for new IDP • March: Submits draft IDP/budget to Treasury and LGTA • June: Council adopts new IDP
EXECUTIVE COMMITTEE Senior governing body of the Municipality: • Responsible for overall management, co-ordination and monitoring of the process and drafting of the IDP • Approves nominated persons to be in charge of different roles, activities and responsibilities of the process and drafting
WARD COUNCILORS • Link between municipal government and residents: • Link the planning process to their constituencies and/or wards • Responsible for organizing public consultation and participation
VALUE OF IDPS FOR COUNCILORS • Guide priority ward/community needs identification • In Council decision-making on: • Vision, strategies, programmes, projects and budget of municipality • Implementation and monitoring • Decision-support tool to argue in favour of decisions on IGR, budget alignment & priority projects at meetings
WARD COMMITTEES • Ensure community input in IDP • Participate through ward committee chair in IDPRF • Consist of ward representative members and ward councilor
COMMUNITY DEVELOPMENT WORKERS AND IDPs • Promote community participation in IDP activities such as meetings and projects • Disseminate information to communities on IDP drafting/review and implementation status • Co-ordinate sectoral integration • Give feed-back on community needs to inform IDP drafting • Assist with monitoring and evaluation of projects
ROLE OF MUNICIPAL/IDP MANAGER • Chairs IDP Steering Committee • Prepares Framework and Process Plan • Overall management and co-ordination of IDP process • Responds to comments on IDP documentation • Avails documents to inform IDP process • Promotes involvement of all stakeholders • Adjusts IDP according to MEC proposals
IDPSTEERING COMMITTEE • Technical and Secretarial support to IDP Representative Forum • Commission research studies • Considers and comments on inputs from task teams / sector departments and from service providers • Takes guidance from the IDPRF • Drafts IDP document, i.e. processes, summarize and document outputs • Makes content recommendations • Appoints project / task teams
