Objective of health monitoring • Ensure that the trials systems and procedures are meeting trials aims • Ensure that changes in usage levels are quickly understood, as a means of capturing lessons and potential problems • Ensure that problems are identified and resolved quickly • Ensure that resolutions meet the intended purpose, and do not create new problems • Give visibility to operational parties, and trials management, on how their contribution is working for them and the trials • This is not the same as • Benefits tracking • Officially reported statistics • These two items need more time to create and approve

Around the room • UAL: NTR • ANZ: would like to see more full Tailored Arrivals (seeing <25% right now, e.g. 3 of 14 the last week) • Rich L. reports: NASA has just initiated analysis to see if they can find trends in the partial vs. full Tailored Arrivals, to see if they can identify potential causes • ZOA: • Encoding issue encountered 29 April, resulted in discontinuation of TA clearances • Fix identified and tested against Boeing Test Benches 1 May • TA clearances to restart Tuesday, 6 May • Until 6 May, controllers will “unable” request, appending e.g. “will restart Tuesday” • NCT: NTR • JAL: still a few weeks away from starting • "Datalink Handbook" explaining TA procedure is done • "Operations New " explain general concept of TA is in draft. • Rob will communicate start-up date when available • Noise: still no noise complaints; benefits analysis from Kevin in progress
Implementation of agreed changes • Procedure Baseline is “TA_procedure SFO_v9b.doc” • Today’s changes, plus the following changes already promulgated via e-note • Being fully implemented in ANZ and UAL FMB updates, 1st/2nd week Jan • Crews will request the TA once at least 45 minutes prior to oceanic exit. • More standard speed management by crews • Crews will use 280-300kts • 180 knots from FAF – marker • Use of speed restrictions by Oakland Center, to improve full TA possibility • If possible, at least 10 min prior to TOD, the Oakland Center radar controller will issue an “Expect descent speed of 280 knots” advisory • Controller will later instruct this speed using phraseology “Descend via the uplinked route clearance ALPHA at 280 knots”
Summary of health monitoring format • Completed in the Ops Management telecons • Quick and up-to-date stats • Basically, last week’s stat’s, thru Friday, available on a Tuesday • Ops around the room • Ops leads report/drive discussions; minimal non-ops input • Gauge operational health of the system • Advise problems for joint resolution (near-term and more permanent fixes) • Review of implementation date(s) for previously agreed problem resolutions • Op Leads from each organization are mandatory participants • For TAs, everyone was welcome unless it caused problems (it never did) • Meeting records should go out the day of the telecon
Health monitoring statistics for DCL? • Number of eligible flights • Proportion of eligible flights that logged-on • Proportion of eligible flights that requested a DCL • Proportion of eligible flights that received an initial DCL clearance, and what type of initial clearance was received • Proportion of eligible flights that received one or more revised DCLs, and what type of revisions they were • Proportion of flights that wilco’d, unabled, or standby’d clearances • Round trip times (clearance to wilco) • Number of logged-on flights that received a DCL via voice instead of datalink
