  2. IMPSIDA Iniciativa Mesoamericana para Prevenir la expansión del VIH-SIDA - Mesoamerican Initiative for Prevention of Expansion of HIV/AIDSin mobile populations and assembly plant workersin Central America (Panama, Costa Rica, Nicaragua, Honduras, El Salvador, Guatemala, Belize)and Mexico

Prevent HIV/AIDS expansion in the region of Central America and Mexico by supporting implementation of national strategic plans with a focus on high impact interventions in selected vulnerable groups, particularly teenage women and young people in mobile populations and assembly plant workers. GENERAL OBJECTIVE

  4. GEOGRAPHICAL INFLUENCE AND DURATION TERRITORY The 8 Mesoamerican countries, from south to north: Panama,Costa Rica, Nicaragua, Honduras, El Salvador, Guatemala, Belize and Mexico DURATION 2003 - 2004

  5. CIVIL SOCIETY: Information, awareness-raising, training for groups to reduce vulnerability of assembly plant workers and mobile populations, especially at the borders between the 8 countries. GOVERNMENTS: Supporting strategic planning and monitoring and evaluation of all HIV/AIDS-related activities that are implemented in each country. LOCAL ACTION

  6. REGIONAL ACTION Supporting the creation of networks and alliances between organizations and institutions that are working on assembly plant workers and mobile populations. Strenghtening capacities for strategic planning, monitoring and evaluation in the region, with a perspective of standardizing processes and formats, at the government and civil society level.Collecting and publishing useful information, like contact information on organizations, regional indicators, intervention mapping, successful interventions, progress reports, etc.Technical assistance for project implementation in the countries.

OPERATIONAL STRUCTURE NATIONAL LEVEL: National Initiative Committees (Comités de Iniciativa Nacional - NIC) have been created, designated by the ONUSIDA Group in each country, and they include a Government representative, a civil society representative and a United Nations representative. REGIONAL LEVEL: The RIC (Comité de Iniciativa Regional) that manages the project; includes members of the NIC, the Oficina de Enlace Regional (OER), and the Instituto Nacional de Salud Publica (INSP) of Mexico.

MANAGEMENT: The United Nations Development Program (UNDP)for the 7 Central American countries, and the UNFPA in Mexico.FINANCING: US$1 million shared between the 8 countries, the Oficina de Enlace Regional (OER), and the Instituto de Salud Pública (INSP) in Mexico.DONOR: Ted Turner donated 1 billion to the United Nations for a 10-year program in September, 1997. The UNF (United Nations Foundation) was created. This foundation will manage the funds through UNFIP (The United Nations Fund for International Partnerships). FUNDS

RESULTS • COINCIDENCES • TOPICS: ALL OF THEM ARE WORKING WITH MOBILE POPULATIONS AND HIV/AIDS IN TOPICS LIKE HUMAN RIGHTS, GENDER ISSUES, LEGISLATION, AND OTHERS. • STRATEGIC: ASSESSMENT, LOCAL INTERVENTIONS, SUCCESS EVALUATION AND INSTITUTIONALIZATION OF RESULTS. • GEOGRAFICAL: MESOAMERICA AND BORDERS • INSTITUTIONAL: THROUGH THE NICs, COOPERATION BETWEEN NGOs-OGs-ACADEMIC ORGANIZATIONS-PVV-IP NETWORKS

  16. RESULTS • RECOMMENDATIONS FOR JOINT EFFORTS BETWEEN GOVERNMENTS, RESEARCH ORGANIZATIONS, NGOs AND PVVS NETWORKS. • A REGIONAL NETWORK WITH ITS OWN CHARACTERISTICS. • COMMITMENT OF THE NETWORK TO CONTINUE WORKING WITH MOBILE AND MIGRANT POPULATIONS.

  17. Red Mesoamericana sobre Poblaciones Móviles y VIH/SIDA • MISSION: To work in a coordinated manner on STI/HIV/AIDS prevention and care in support of Mobile and Migrant Populations.

  18. VISION • We want to be a strengthened, consolidated and sustainable Mesoamerican Network of organizations and institutions that influences public policy and the social response in the countries in the region, with the purpose of reducing the impact of STI/HIV/AIDS and violation of human righs in mobile and migrant populations.

  19. OBJECTIVES • Promoting actions of political advocacy with leaders and decision makers in the region, with the purpose of ensuring a stronger commitment and political action for STI/HIV/AIDS prevention and care and human rights in mobile and migrant populations.

  20. OBJETIVO • Influencing national and international entities to assign financial resources that ensure the operation of the Network to benefit mobile and migrant populations.

  21. OBJECTIVE • Creating a regional communication system accessible to the different organizations that are members of the Network, with the goal of informing and exchanging knowledge and experience related to the work with mobile and migrant populations and HIV/AIDS.

  22. OBJECTIVE • Establishing health care and social assistance referral and counter-referral mechanisms for STI/HIV/AIDS in the Mesoamerican region to ensure the safety and wellbeing of migrants.
