RAIN DEVASTATION 2011 IN SINDH Recorded rainfall since 12-08-2011 to-date from 350 – 875 mm (14” – 35”) in various Districts of Sindh (aggregate). The current rains devastated mainly Districts, Tharparkar, Badin, Shaheed Benazirabad, Mirpurkhas, Tando Mohammad Khan, Tando Allahyar, Badin, Khairpur & generally other Districts of Sindh. Flushing of Rain water into Drainage System beyond it’s capacity (LBOD more than 18000 against designed discharge of 4000 cusecs). 1
Sub standard design of LBOD and other drainage systems (40-50 mm) and return period of 10 years only. Development of serious rain Gharas and over topping. Thirty Two (32) breaches occurred along tail minors of various canals in Sindh. Breaches closed immediately. Many sub drains are either entirely sub-merged or breached. Breaches closed wherever, sites are accessible. Accumulation of rain water in cities/towns and other areas of various districts due to non-existence of suitable drainages/ escapages infrastructure. Bottlenecks across LBOD like bridges, aqueducts and water courses crossings. Partially choked drainage system. Encroachments along Natural water ways by locals. Through suitable route into River Indus or local depressions. Through existing drainage system immediately after receding of LBOD @ normal gauges. Through irrigation infrastructure when there shall be demand of water by growers for their cultivation. STRATEGY FOR EVACUATION OF RAIN WATER 7

MEASURES TAKEN BY THE DEPARTMENT On the receipt of weather warning, all main canals are completely closed on 28th August, 2011 on emergency basis. Adequate machinery and labour has been deployed along entire Drainage system and F.P Bund being concern areas. Section-144 is imposed by concerned District Administrations to not allow any unauthorized cut in main canals and drains by locals. 13
WAY FORWARD Re-sectioning and rehabilitation of existing drainage system on emergent basis. International consultancy underway for developing the long term solutions of flood mitigation in LBOD area. Study under process with the consultative approach by involving all stakeholders of LBOD area. Reactivating the old natural water ways and diverting flood water to desert area for further cultivation. A proposal for carrying-out comprehensive study for identification of natural and suitable drainage routes for towns, cities and cultureable areas etc. in all districts. Comprehensive early warning system & foresight. 15
Steps taken • In order to assess and evaluate the preparedness status, the Chief Minister chaired a meeting of all the concerned on 28th August to give directions to the overall effort • In consequence to weather advisories, instructions issued to districts as well as stakeholders for preemptive measures • KESC / HESCO / SEPCO/ instructed to provide uninterrupted power supply for the pumping stations to enable quick drainage of rain water; secure transmission lines; prompt action in case electrocution • KWSB / WASA / TMAs instructed to ensure clean passage for drainage of water and clear sewerage lines.
Steps taken-cont’d • Health: All formations of Heath Department engaged for provision of emergencies health cover • Education Dept: All leaves cancelled. School put on stand-by for use as shelter • Livestock: Preventive services being ensured • Urban services: All Cantonment Boards/DHAs have taken preemptive measures to meet the rain emergency • KBCA: To avoid structural collapse, KBCA instructed to identify dangerous/old structures • Coordination with all the line Depts of Sindh Government
Steps taken cont’d • Control Room in PDMA established. It is functional 24/7 for this emergency situation. • Advertisements given in newspapers for ensuring precautions during rain • GIS maps of the inundated areas of the districts of lower Sindh dispatched to affected districts to enable them to coordinate relief work in more effective manner. • Field visits/Monitoring teams: PDMA/Relief Dept/Health Dept teams visited affected districts for monitoring and coordination with District Administrations
Steps taken-cont’d • Close liaison with District Administration by the PDMA/R.C. • Future requirements obtained from the districts in order to facilitate provision of relief goods to them. • Arrangement of transportation and labour during the Eid holidays to continue uninterrupted supply of relief goods to affected districts • Arrangement of relief stores for their onward transmission during Eid holidays • Agriculture Department has deployed its resources in rain affected districts which include 19 buildozers.
ALERT issued to Armed Forces-28th August 2011 • On the directions of the Competent Authority, the Armed Forces were requested to place the units (regular as well as Medical and Engineering Corps) on alert, for their movement/dispatch, if required, within the shortest possible notice of two hours in case of any untoward situation for search and rescue/relief operations and to provide air cover if needed. • Army and Navy presently started support in Badin and Shaheed Benazirabad • Army & Navy has been requested to deploy additional troops and resources in light of severe threat of LBOD
Compensation plan Compensation Plan • SINDH PEOPLES’ CARD – A Compensation plan for cash transfer developed for Rain 2011 affectees • To start with, DCOs of first 7 affected districts have been directed to submit the lists of affected settlements and to identify venue/centres for the use of NADRA. • Affected Areas of Badin, T M Khan, Mirpurkhas, T.Allahyar & Thatta forwarded to NADRA
Compensation Plan cont’d • NADRA authorities have started preparation for the delivery of the Programme within 10 days • Cash compensation of Rs. 10 thousands per family has been proposed.
