  24. Environmental Guidance for Hydro Schemes The regulator has the impossible task of finding the right balance. The Environment Agency can never please everybody …. ….but they can upset everybody! “Regulation needs to be: Consistent,Accountable, Proportionate, Targeted, Transparent.”
