  3. Healthcare Sector Training Grant • The Maine Health Care Sector Grant (HC Grant) is a $4.9 million grant awarded to the Maine Department of Labor (MDOL). The HC Grant is funded by the Employment & Training Administration of the United States Department of Labor (USDOL) through the American Recovery and Reinvestment Act (ARRA). The goal of the project is to increase the training, education and employment of credentialed health care workers in Maine by February 1, 2013. • Grant objectives included training 100 ADN and BSN nurses; increasing the number of qualified clinical instructors; increasing the availability and flexibility of clinical training facilities; and training clinical instructors in the use of simulation equipment.

  5. Nursing Project, continued Grant funds are currently being used to advance the credentials of 194 nurses in Maine:

Maine Minimum Data Set • Data set project began in 2001, published in two year data set cycles • 2008-2010 data published in January 2012 • Original response rate 74% now down to 26.9% of licensed nurses • Actively looking at participation with national on line nursing data set project to improve response rates

Nursing Factoids • MSBON reports 24,549 licensed nurses - Dec 2011 • Average age in Maine 51 vs. 47 nationally • Mean age of nursing faculty is 54 • 93.2% female, 6.2% male • 86.7% employed in nursing • 67.5% of employed nurses plan to work in nursing for the next 5 years • Primary reason licensed nurse is not working is retirement 34.5% followed by family responsibilities 16.7%

Update on Maine’s Nursing Education Programs • Project led by USM, data collection and report every two years for Maine’s 13 nursing education programs • Data collected winter/spring 2012 • Report will be presented at the May 22 meeting of the Maine Partners in Nursing & Education and Practice hosted at Maple Hill Farm in Hallowell

HRSA Strategic Plan for Nursing in Maine • HRSA Grant Award - $148,000 - Sept 2010- Aug 2011 Project, no cost extension thru Aug 2012 • Unique project design to gather ideas for innovative approaches to develop and maintain an adequate nursing workforce • 5 forums hosted across the state with a Call to Action engaging nursing professionals and interested parties to discuss innovative ideas in a coffee conversation format • IOM Future of Nursing Report served as a foundation for our future vision • Over 300 creative ideas for education and retention reform were gathered and themes included in the overall strategic plan

HRSA Strategic Planning Grant • Strategic Plan will be released at the MPNEP May meeting • Will identify 6 Goals and Strategic Actions • Major Findings Include • Inadequate supply and demand data to make workforce projections • Maine has an aging workforce • Maine experiences educational challenges • While a great deal of work is underway, Maine’s broad nursing community is not engaged and projects are not always aligned

Maine Department of Labor Healthcare Industry Advisory Council • Maine DOL has submitted a grant proposal to create a Healthcare Industry Advisory Council • Council will address all sectors of the healthcare industry including nursing • Vehicle to address Maine’s Supply/Demand Data Gap • Muskie School will staff the work of the Council.

Maine Nursing Action Coalition • National Future for Nursing “Campaign for Action” Coalition to Advance Institute of Medicine Future of Nursing Recommendations • Center to Champion Nursing in America National Partners Include: IOM, RWJ Foundation and AARP • February 2012 OMNE Nursing Leaders of Maine Became One of 36 State Based Action Coalitions

OMNE Action Coalition Project Goals • Expand Opportunities for Nurses to Lead Collaborative Improvement Efforts • Ensure Nurses’ Lifelong Learning • Prepare Nurses to Lead Change to Advance Health • Collect & Analyze Interprofessional Data • Increase Proportion of BSN Nurses to 80% by 2020 • Double Percentage of Nurses with Doctorate Degree by 2020

Maine Partners in Nursing Education & Practice • RWJ – Northwest Health Foundation National Initiative • Maine is one of 50 Partners in Nursing “PIN” projects in the country • Two year project Sept 2010-August 2012 (looking at no cost extension) • Project advances nursing competencies for the future adding geriatrics to the Massachusetts competency model

Maine’s PIN Project Five priorities for Maine include: • Develop and implement nursing core competencies for the Nurse of the Future • Create paths for innovation in nursing education • Re-imagine nursing education and practice as we reflect on future patient needs • Involve a broad coalition of stakeholders • Build bridges and partnerships between education and practice to develop models for entering and re-entering nursing practice
