Preface • Our nation’s economic stability has been undermined. • NAHRO believes that Passage of the American Recovery and Reinvestment Act was a necessary step forward. • NAHRO’s 2010 Legislative Agenda contains recommended actions to revitalize federal HCD policy. • NAHRO calls for a renewed commitment to HUD’s core programs and seeks development of new tools to harness NAHRO members’ entrepreneurial spirit.

Preserve the Nation’s Investment in Public Housing • Increase the options available to PHAs seeking to address the capital needs of their properties. • Use Capital Fund to implement energy-efficiency improvements. • Enact NAHRO’s public housing preservation tax credit and bond proposal. • Develop model Qualified Allocation Plan for public housing preservation. • Implement Section 30. • Apply one-for-one flexibly under HOPE VI.
IV. Promote Reasonable & Flexible Federal Oversight • Seek regulatory relief to ease administrative & regulatory burdens on smaller PHAs. • Support passage of the Asset Management Act. • Develop alternatives to existing methods of evaluating PHA performance. • Eliminate redundancies in current oversight process. • Ensure HUD’s physical inspection process & physical condition scoring protocols are reasonable, transparent, and subject to a timely appeal
Promote Reasonable & Flexible Federal Oversight • Continue to support actions by HUD to encourage the use of consortia in all instances where operational efficiencies may be achieved. • Expand & make permanent MtW. • Advocate for reasonable transition to asset management. • Continue to advocate for policies that place on PHAs no greater burdens than apply to privately-owned assisted multifamily housing. • Seek legislation to divert tax refunds payable to persons in default in repaying debts to PHAs.
V. Strengthen & Simplify HCV • Continue to advocate for legislative, regulatory and administrative reforms included in NAHRO’s Section 8 Voucher framework. • Work to establish a rational funding formula. • Provide full funding for all ongoing and special administrative fees. • Stabilize funding for the project-based Section 8 program. • Simplified rent and utility structure
VI. Restore HUD’s Role as the Leading Federal Partner for C&ED • Restore full funding for CDBG at $4.5 billion for CDBG formula grants. • Closely monitor legislative proposals impacting the distribution of CDBG. • Preserve HUD’s core economic development tools. • Fully fund Section 108, BEDI and RHED. • Discontinue burdensome restrictions on the use of eminent domain for community revitalization. • Oppose provisions imposing restrictions on eminent domain (Bond Amendment)
VII. Dramatically Expand Affordable Housing Opportunities • Fully fund HOME. • Make the Housing Trust Fund a priority. • Identify and secure resources other than the GSEs to fund the Housing Trust Fund approved in HERA. • Ensure long-term operating assistance remains an eligible activity for rental developments serving extremely low-income persons. • Ensure the success of the Neighborhood Stabilization Program. • Involve PHAs in state and local implementation. continued...
Dramatically Expand Affordable Housing Opportunities • Reauthorize & fully fund HUD’s homeless assistance programs. • Advocate for expanded definition of homelessness to respond to locally-determined needs. • Ensure the ongoing viability of the LIHTC Program.
IX. Incentivize Green Building & Increased Energy Efficiency • Call upon HUD to provide for the use of capital fund resources to finance improvements. • Encourage HUD to identify & implement new green policies that meet the needs of small PHAs. • Work toward expanded access to the Office of Affordable Housing Preservation’s Green Initiative. • Support funding for DOE’s Energy Efficiency & Conservation Block Grant Program. • Expand use of Transit-Oriented Development strategies created by FTA and HUD.
Small / Rural Agency Needs • Ensure acess to new, and all, programs for small and rural agencies • Improve programs for small agencies • Reform the regulatory environment for small PHAs
X. Support HUD’s Transformation • Encourage reconsideration of HUD’s emphasis on compliance: risk / return • Encourage new, genuine commitment to partnership between HUD with state and local entities needed. • Reaffirm HUD’s commitment to act as a national leader in research efforts concerning housing and community development. continued…
Support HUD’s Transformation • HUD’s mission should explicitly include seeking adequate resources for the department and those carrying out its programs. • Regulatory review/reform should be structurally enabled within HUD a continuous process involving the participation of regulated parties. • HUD should emphasize regulatory & administrative compliance assistance. • Significant improvements to PIC, VMS, TRACS and IDIS should be made.
