NESHAP Area Source Regulations Which Sources Does the New Rule Effect? • All new and existing oil, biomass, and coal fired area source boilers • An area source is any source that emits less than 10 tons per year of any single air toxic or 25 tons per year of any combination of air toxics • The new rule does NOT include boilers that burn only gaseous fuels or solid waste
NESHAP Area Source Regulations The rule separates boilers by three criteria: • Type of fuel burned • If the boiler is new or existing • Size of the boiler • Large – Heat capacity of 10 MMBtu/hr or more • Small – Heat capacity of less than 10 MMBtu/hr
NESHAP Area Source Regulations Biannual Tune Up Required Sources: • All new and existing small boilers • New and existing large boilers
NESHAP Area Source Regulations One-Time Energy Assessment Required Sources: • Existing Large Boilers Requires an assessment of the boiler and its energy use systems
NESHAP Area Source Regulations Emission Limits Limits for Hg and CO • New and Existing Large Boilers that Burn Coal Limits for PM • New Large Boilers
NESHAP Area Source Regulations Report Submissions • All area source boilers will require and Initial Notification and a Notification of Compliance • Certifications of energy assessments and tune ups are also required, if applicable • If subject to emission limits, a Compliance Certification Report is required on March 1 of every other year
