INTRODUCTION • The National Transfer Unit has published a Refurbishment Programme Management Guidelines and Procedures in June 2006 in an effort to improve the compliance monitoring and application of the Water services Transfer Grant (refurbishment portion); • Additional support (encompassing the appointment of Regional support PSP’s in November 2006, all provinces except Gauteng), provided to the respective Regions and WSA’s to facilitate the management and monitoring of the refurbishment grant; • The delays which have been experienced in the execution of the refurbishment programme in the beginning of the 2006/07 Financial year has been overcome with the implementation of the refurbishment programme; • The full refurbishment grant will be expended by the end of the financial year based on more clearly defined and committed refurbishment projects.

PROGRESS 2006/07 : WATER SERVICES OPERATING AND TRANSFER SUBSIDY Progress to date (Refer to report “Status of Assets owned/transferred to WSA’s as at 31 January 2007”) • Progress can be summarised as follows: • 52 agreements signed (90%); • 1734 staff transferred (21%);(Ukhahlamba, Buffalo City, Alfred Nzo, Metsimaholo, KZN, Dr JS Moroka, Nkomazi, Lephalale) • 4434 staff seconded (54%); (EC, MP,LP) • 1628 schemes with a total asset value of approximating R5,880 million transferred (91%), and • Refurbishment total expenditure R319 million (45%) (R710 million multi year programme through to 2008/09).
