Express Lanes Overview • The Express Lanes is a 4-lane freeway within a freeway from SR-163 to SR-78, built in the median of I-15. • High Occupancy Vehicles (HOV) and Transit can use the lanes for free, and single occupant vehicles (SOV’s) can use them for a fee. • The lanes are managed by varying the price for SOV’s based on capacity. • A moveable barrier allows the lanes to be configured to accommodate traffic flow. Completion Timeline • Middle Segment: • Opened September 2008: • SR-56 to Rancho Bernardo Road • Opened March 2009: • Rancho Bernardo Road to • Centre City Parkway • South Segment • Opened June 2011: • SR-163 to SR-56 • North Segment • Opened January 2012: • Centre City Parkway to SR-78 Escondido Transit Center 2011 Del Lago Transit Station Rancho Bernardo Transit Station 2008/ 2009 Sabre Springs/ Peñasquitos Transit Station 2011 Miramar College Transit Station Interstate 15 Corridor

Transit Stations • Allow for increased parking for carpoolers, transit users, and vanpoolers at key locations along the corridor. • Incorporate bus bays and other transit station furnishings, such as benches and overhead covering. • Plans to increase capacity at Sabre Springs/Peñasquitos: • Four-story parking structure proposed to add 500 parking spaces, to augment the existing 150 spaces, by late 2013 View looking west at the Rancho Bernardo DAR and Transit Station Interstate 15 Corridor

Decreased Travel Times • Average peak hour travel time in 1999 from SR-78 in Escondido to SR-163 in San Diego averaged 50 minutes. • Average peak hour travel time in 2010 from SR-78 in Escondido to SR-163 in San Diego averaged 25 minutes. More HOV Users • Number of Express Lanes users in September 2008 at Bernardo Center Drive was 11,600 (9,100 HOV). • Number of Express Lanes users in September 2011 at Bernardo Center Drive was 25,821 (21,184 HOV).   7. Future Mira Mesa Direct Access Ramp Looking East The Mira Mesa DAR and Miramar College Transit Station project is scheduled to begin construction in the Summer of 2012. Interstate 15 Corridor

  8. Work on SR-78 The Westbound auxiliary lane opened to traffic on January 19, 2012. Replacement of Nordahl Road Bridge is scheduled to begin February 2012. An Eastbound auxiliary lane (not shown) began construction January 2012. Interstate 15 Corridor
