ColumbiaGrid Reliability Activities DSRFA Outage Coordination • Norm Stanley conducted interviews with NWPP, BPA and SCL • Observations • Additional work could be performed, with no impact to path, but not scheduled. • Additional work scheduled under emergency or last minute timeline and will have additional impact to the path. • Path restrictions can be hard to identify, due to the complexity and size of the path. • COS is an excellent tool but transmission owner’s must include all related path equipment. • NWPP Outage Coordination meetings are very beneficial to all participants

ColumbiaGrid Reliability Activities DSRFA Outage Coordination Observations(continued) • Make sure all parties are using the same critical list for outages and restrictions. • When path ratings are changed, all members of the path must agree on the change. • Questions on the “next limiting outage” when a path restriction is posted. • Transmission operators need to be notified when their facilities will be restricting a path. • Clear contact with all Path participants. • Path operators need to find a way to involve transmission operators that operate “other” transmission lines inside a path. • Path limits do not always filter down to the Transmission Operators on shift

  5. ColumbiaGrid Reliability Activities DSRFA Wide Area System Model –Norm Stanley • Having some difficulty getting access to information and people • Increasing efforts to make contacts so that we can begin analysis of implementation and access to data and tools

ColumbiaGrid Reliability Activities DSRFA ACE Diversity Interchange Summary Reported by Darrel VanCoevering • It was reported last month that the NWPP agreement to provide data allows access by other Balancing Authorities only. • The above was not correct. The data is held by PNSC and they require approval from each Balancing Authority to provide the ACE data to the NWPP ADI Work Group.

ColumbiaGrid Reliability Activities DSRFA ADI Data Access—Darrel VanCoevering • Helped draft a letter to Balancing Authorities requesting authorization for PNSC to provide the ACE data to the ADI Task Force. • Letter requesting Balancing Authorities authorization was to be sent out August 7 but unable to confirm.

ColumbiaGrid Reliability Activities DSRFA ADI Survey Status—Darrel VanCoevering • Last month reported that survey was sent to all NWPP Balancing Authorities requesting technical information on Energy Management Systems and interest in participation in ADI trial. • Survey was sent July 14 and response was requested within 10 days. • By August 3 about ½ had responded.

ColumbiaGrid Reliability Activities DSRFA ADI Trial Status—Darrel VanCoevering reported • Last month that the trial ADI expected to start by end of September depending of Balancing Authorities Energy Management Systems flexibility. • Trial in September is starting to look optimistic with approvals needed to get ACE data for analysis. Analysis must be done before Trial. • New agreements may be needed with Balancing Authorities for actual ADI trial.

ColumbiaGrid Reliability Activities DSRFA Redispatch—Darrel VanCoevering reported • ColumbiaGrid, BPA, and Darrel VanCoevering signed an agreement to allow our consultant to perform work directly for BPA to review and analyze Redispatch events. Provisions of this agreement are consistent with DSRFA. • He now has access to BPA to analyze Redispatch events

ColumbiaGrid Reliability Activities DSRFA Redispatch—BPA reported and DV confirmed • Two successful tests in July • One congestion event August 8th - BPA dispatchers  successfully averted an eminent OTC excursion  by calling  for Redispatch, which successfully avoided  the OTC excursion. • BPA got kudos from at least one customer for the successful avoidance of a congestion event and the workability of the Redispatch process
