  2. Romanian Law of Education nr 1/2011 - Art.355 (2) The National Group for Quality Assurance (GNAC), informal structure that functions as a national reference point for quality assurance in education and training, coordinates the harmonization of quality assurance in education and training

The National Group for Quality Assurance in Education and Training (GNAC) • was established in 2006, at the recommendation of the European Network for Quality Assurance in VET (ENQA VET) • GNAC is a coordination inter institutional structure operating at national level in quality assurance of education and training • GNAC functions on basis of an: • Association Agreement between institutions with national responsabilities in QA of VET • Organisation and operation Regulation, agreed by all represented bodies

GNAC members Are nominated representatives of the: • Ministry of Education, Research, Youth and Sport • Ministry of Labour, Family and Social Protection • Romanian Agency for Quality Assurance in Preuniversity Education • National Authority for Qualifications • National Centre for TVET Development

At GNAC meetings are invited as observersrepresentatives appointed by: • the Romanian Agency for Quality Assurance in Higher Education • the National Agency for Community Programmesin Education and Training • the National Agency for Employment • The Commissions for the accreditation of continuous training providers • other organizations with relevant interests in quality assurance in training

  6. At GNAC meetings are invitedRomanian representatives in: • EU-DGVT • EU-ACVT • ETF Board • CEDEFOP Board • Technical working groups of the European Network for Quality Assurance in VET (EQAVET) • other relevant working groups organized within the E & T 2020 work programme

  7. GNAC activities – 1 keep a wide range of stakeholders informed about the activities of EQAVET • Development of the GNAC site www.gnac.ro

GNAC activities – 2 provide active support for the implementation of the work programme of the framework network • National representatives in: • WG1 on developing guidelines for the implementation of the EQAVET • WG2 on quality indicators • Participation in EQAVET events (reflection group, sectoral seminars, peer learning activities)

  9. GNAC activities – 2 provide active support for the implementation of the work programme of the framework network • Presentation of case studies to illustrate QA developments at system and provider level

GNAC activities – 3 take concrete initiatives to promote further development of the framework in the national context • Implementation of a ESF strategic project (2.9 million EURO) - 01.09.2010 – 31.08.2013 - aiming to develop a national strategy for implementing EQAVET in the Romanian initial VET

GNAC activities – 3 take concrete initiatives to promote further development of the framework in the national context • Implementation of LdV project (restrictive call for QANRPs) – 01.03.2011 -30.112012 – aiming to develop and pilot a communication strategy for the GNAC to implement European policies and instruments in VET

GNAC activities – 4 support self-evaluation as a complementary and effective means of quality assurance • GNAC supported and contributed to the elaboration of the Romanian Law for quality assurance in education (2006) which introduces in both IVET and CVET, a compulsory self evaluation of all nationally acredited VET providers • GNAC has coordinated the elaboration of a Guide of institutional practices in quality assurance of vocational education and training programmes (2009)

  13. GNAC activities – 5 ensure that information is disseminated tostakeholders effectively • GNAC organises regular meetings with relevant stalkeholders at national and regional level
