CalWORKs Old • $65,500 base plus • Prorated on CDSS student match New • $125,000 base plus • Funding prorated on MIS data of eligible CalWORKs students served through college’s CalWORKs program.
Matriculation(Credit Matriculation Formula) Old • Minimum allocation of $50,000 is guaranteed • Weight of 2.4 for new credit students • Weight of 1 for continuing credit students • Weight of .7 for pre collegiate basic skills credit enrollments • Match requirement 3:1 Proposed Draft “New” Still under discussion • 40% of funding • Base of $35K or 10% of total funding whichever is greater • Unduplicated Credit Student Headcount to receive services • 60% of funding • Initial Orientation • Initial Assessment • Abbreviated SEP • Counseling/Advising • Comprehensive SEP • At risk follow –up services • Other follow-up services • Match
CalWORKs - Why • Survey data reported not tied to specific student records, not consistent and had significant inaccuracies • MIS data through SB27 was also not complete • Data match with the State Department of Social Services (a data match of specific welfare recipient records with college enrollment data) was challenged.
Matriculation - Why • To develop a new funding formula consistent with the requirements and elements detailed in the Student Success Act of 2012, Senate Bill (SB) 1456.
CalWORKs - Considerations • Funding inequities for colleges that had been historically funded at a larger amount based on CalWORKs population and those funded at a smaller amount . • Improved CalWORKs data collection and reporting to better position the Chancellor’s Office and colleges to respond to legislative inquires on program and student outcomes.
Matriculation - Considerations • Consider revisions to the MIS data elements to improve the quality, consistency, and accuracy as they relate to SB 1456 • Consider a new funding formula consistent with the requirements and elements detailed in SB 1456
CalWORKs and Matriculation - How • Convened an Advisory Workgroup to the Chancellor’s Office • Advance meeting preparation to fully engage in discussions and deliberations • As appointed members representing specific constituencies, reporting back to constituent executive body for input • Participation in all meetings • Broad communication to constituent group when proposal(s) are ready for public input
CalWORKs – Transition Phase • Transition Schedule to Phase in Potential Reductions: • FY 2007-08 (Yr 1): 95% protection of prior year (2006-07) • FY 2008-09 (Yr 2): 80% protection of prior year (2007-08) • FY 2009-10 (Yr 3): 70% protection of prior year (2008-09) • FY 2010-11 (Yr 4): Allocations determined by new formula
