All teachers are required, by state regulation, to administer state assessments in a secure and fair manner that provides all students with the opportunity to demonstrate their knowledge, skills and abilities [20 AAC 10.020 (c)(3). Code of Ethics and Teaching Standards]. Ensuring the security of test materials is an essential responsibility of all district staff who supervise, administer, or assist with the assessment process.
Before Testing: Support Your Students Provide students with the information that they need to show their knowledge, skills and abilities. Your expectations and support positively influence students’ attitudes and test taking behavior. • Explain the purpose of the test. The HSGQE measures their proficiency of essential skills required for high school graduation. • Announce testing dates & start times, including the regulations regarding the “2 hours” rules. • Describe general test security measures and why they exist. Emphasize cell phone and other technology limitations/consequences.
Before Testing: Know Your Role The Test Security Agreement (TSA) and the Test Administration Directions (TAD) define the role and associated responsibilities of the HSGQE Test Proctor. Your district will provide training on and access to these resources; it is each proctor’s responsibility to administer the test according to state regulation and test publisher guidelines.
Test Administration Directions • The Test Administration Directions (TAD) will assist with all testing procedures. • If you did not receive a copy, download one from EED’s website. • It is important to read it carefully prior to testing. • The TAD combines the Associate Test Coordinator’s tasks along with the proctor’s.
Test Security Agreement (TSA) • Test Security Agreement (TSA) is provided by the district or may be downloaded from the EED website at http://www.eed.state.ak.us/forms/home.cfm. • The TSA is a legal document that lists your responsibilities as a Test Administrator as defined by Alaska School Regulations. • A signed, current TSA must be on file prior to receiving test materials.
Test Security Agreement (TSA) • Review carefully and initial each indicator. • Ask for clarification before final signature. • Once you sign the agreement, you are responsible for all test security in your classroom. • You are acknowledging that you will follow all guidance, regulation, and instructions associated with all spring assessments. • Return the signed copy as directed by your district. • No one can sign for you.
Before Testing: Rules & Regulations • Familiarize yourself with the schedule regulations: • October 1 – Reading • October 2 – Writing • October 3 – Mathematics • All testing begins between 8:00am and 10:00am on the designated dates. • Students are not permitted to leave within the first two hours of testing. • No students are permitted to start after the first two hours of testing.
Before Testing: Know Your Students • Confirm which students you will be proctoring: • Confirm which subtests are to be taken for each student. • What accommodations, if any, are they eligible to receive? • Do you have the necessary space & materials to provide the accommodations?
Before Testing: Classroom Preparation • Remove or cover any displayed instructional material. • Check and locate all necessary testing materials. • Familiarize yourself with the School/Classroom Daily Check In-Check Out Worksheet. • Ensure the testing environment is free of disruption. • Ensure that accommodations can be provided in the space available.
Before Testing: Materials Prep Provided by DRC (test vendor) • Test Administration Directions Manual (TAD) • Test books • Labels • Rulers and protractors • Classroom Daily Check In-Check Out Worksheet (located in the back of the TAD)
Before Testing: Materials Prep Provided by your district: • Sharpened No. 2 pencils with eraser (not mechanical) • Extra erasers • Scratch paper for reading, writing, and mathematics tests • “Do Not Disturb” sign(s) • Seating Chart (suggested) • List of students and subtests to be taken • List of students requiring accommodations/modifications
HSGQE Retest Materials • HSGQE Retest has one test book, Form I. • The one test book contains Reading, Writing, and Math.
Accommodated Materials • Large Print – per grade and subject • Braille – per grade and subject • Audio CDs – reading, writing, and math • Sign Language DVD – reading, writing, and math • Braille and Large Print accommodated materials require transcription of responses into a Form I standard test book (procedures for transcription are in the Test Administration Directions).
Important Note: Audio CDs If a student requires a read aloud accommodation in the form of audio CDs, the following assessments require 2 Audio CDs: • HSGQE Retest Reading x 2 Ensure both discs are provided to students during testing and that equipment is ready to use on testing day.
Labels • All test books must have either a precode label or a district/school label. Precode Label District/School Label • Yellow labels are to be used only for Gr. 10 SBA-HSGQE & HSGQE Retest test books. • Test books returned without a label will be considered unused and WILL NOT BE SCORED.
StudentPrecodeLabels • Note the label includes the HSGQE subtests to be taken. • Abbreviations used: “R,” “W,” “M.” • It is a quick reference for proctors administering the HSGQE Retest. • If only the subtests listed are inaccurate, the label may still be used – this will not impact any data collection.
District/School Labels • District/school labels are used in place of a precode label. • It will assign the student to the correct district and school for reporting test scores. • When a precode label contains incorrect student-identifying information, replace it with the district/school label. • When a district/school label is applied, all bubbles on the test book front cover must be completed.
Applying Labels • Apply labels to front cover. (precode or district/school). • When using district/school labels, bubble in all student information (see TAD for details). • Returning adults with Certificates of Achievement – bubble in what is known.
During Testing: Order of Testing • Administere the three subtests in this order: • October 1 – Reading • October 2 – Writing • October 3 – Mathematics • Students are not permitted to work on previous or subsequent day’s test. • Administering tests out of order, or allowing students to test out of order, will result in the invalidation of the student’s score.
During Testing:Daily Check In-Check Out Worksheets • Distribute, collect, and inventory testing materials using the Check In-Check Out Worksheet. • If materials go missing, it is essential to have this documentation for an investigation. Located in the back of the TAD
During Testing: Test Security A proctor is responsible for creating a supportive and secure testing environment for each student. Your actions as a proctor prevent students from being in a situation where cheating is possible. • Clarify expectations for electronic devices with all students and watch for use throughout the test. • Regularly walk through the room. • When not walking through the room, maintain your attention on the students.
During Test Administration • Proctors must follow the instructions exactly to ensure similar testing conditions in all classrooms. • All text preceded by the “say” bubble must be read exactly as written. • If a student asks for help, say, “I cannot help you with that. Please do the best you can.” • Consistently monitor student progress while testing: • Correct subtest (reading, writing, mathematics) • Proper bubbling • Random marking of answers • Cheating
Issues During Test Administration • Think through how you can best handle the following types of situations during testing: • Bloody nose • Student illness • Student violence or destruction of test • Student disruption • Student leaving the room without permission • Unscheduled parent visit • Earthquake
After Testing: Prepping Test Books • After testing is complete, inventory student test books and ensure the following: • All test books are counted and the Check In-Check Out Worksheet is accurate. • Reference sheets are removed. • Each test book to be scored has a label. • Testing irregularity documented (e.g., fire alarm, student sick). • “Teacher use only” field is complete where applicable (consult DTC before invalidating).
After Testing: Accommodated Materials • After testing is complete, ensure the following: • Document the accommodations that were actually used during testing on the inside cover of the answer document. • Accommodated tests have been transcribed (under no circumstances may keyboarded responses be sent as a separate piece of paper or attached to the test book). • Accommodated materials (Large Print, CDs, etc.) are accounted for and securely returned with books.
Do Not Score Labels Consult with DTC before applying a “Do Not Score” label to a student’s test book. • Use “Do Not Score” labels under the following circumstances: • A label is not positioned correctly on the test book (redo with another test book and district/school label). • An inappropriate label was placed on the test book (may need to transcribe student answers). • Test should not be scored.
Do Not Score Labels & Teacher Use Only • Do NOT use a “Do Not Score” label if there is a bubble correctly marked in the “Teacher Use Only” field on the front cover
After Testing: Secure Materials Return • Based on the Associate Test Coordinator’s directions, return all test materials to a secure environment. • Materials may only be transported by district employees. Under no circumstances may students transport their own or others’ test materials. • Do not store tests in the classroom. • Secure materials must be tracked, inventoried, and stored when testing is complete. • Report any test irregularities to the associate test coordinator. • Report any damaged materials to the associate test coordinator.
