Land Development Approach • Acquire services of an experienced land development engineering firm • This firm is a significant part of the program delivery team • The firm will be responsible for all aspects of site development, site design and the integration of all utilities and facilities • This firm will also provide manpower to assist with the project management and construction oversight duties • Site and infrastructure construction work will be accomplished by Infrastructure Multiple Award Task Order Contracts (MATOCs).

Situation • BRAC 05 legislation: • Consolidate in-patient care in San Antonio • Relocate R&D and administrative missions from Brooks City Base • Relocate IMA and field agencies to Fort Sam Houston • Completion date – September 2011 • Air Force revitalizing basic training campus on Lackland AFB

Acquisition Challenges • Many unique facilities drives multiple approaches – stand alone contracts, MATOCs, IDIQ contracts • Opportunities for local companies as primes and subs – small, medium and large . . . • Option to use regional product line contracts for standard type facilities – candidates possibly include dorms, dining facilities, youth centers, etc. • Over $125M identified for Small Business opportunities (one-third of the projects) • Small Business goals in subcontractor plans
