Purposes of MYPP • To plan for research projects on a five year basis. • Supports achievement of longer term goals and FTA Strategic Research Plan • Feeds into budget and program plan development • Ensures projects have defined lifetime • To reach out to Congress and other stakeholders
FY09 – FY13 MYPP • Changes from previous plans: • Describe project development process for each program • Reorganized to more clearly define which projects are mission critical • TCRP projects added • Strategically unaligned projects separated from other projects • Designed to show total funding levels for projects and complete period of performance • Will only include actual research projects
FY09 – FY13 MYPP development • Reexamining FTA’s Strategic Research Goals and Objectives • Need clearly defined research targets • Will add the out-year projects FY09-FY13 • FTA’s Annual Performance Plan requires development of plan of projects for each goal area • Buy-in and responsibility across FTA • Need to know total project funding and period for all new projects • Will projects end? • Concurrent with new FTA Strategic Plan development
FY09 – FY13 MYPP Schedule • Draft of FY09 – FY 13 MYPP ready in Spring • Review by TRAC at summer meeting • Final FY09-FY13 MYPP approved 9/30/08 • FY09 projects become FY09 program plan • Draft of FY10 – FY14 MYPP ready in Spring 2009 …
