  1. GUIDELINES AND PROCEDURES FOR THE IMPLEMENTATION OF POULTRY NUTRIENT MANAGEMENT PLANS The University of Georgia Department of Poultry Science Department of Crop and Soil Sciences Department of Biological and Agricultural Engineering

  2. Key Components of CNMP for Poultry Producers • Soil and Litter Analysis • Completion of Nutrient Budgets • Appropriate Storage and Application • Proper Dead Bird Disposal • Prevention of Soil Erosion and Water Contamination • Documentation of Plan

  3. FEDERAL AND STATEREGULATIONS

  4. CLEAN WATER ACT OF 1972Focused on point source pollution

  5. WATER QUALITY ACT OF1987 Amended the 1972 act and emphasized control of non-point source pollution. Brought agriculture into the picture.

  6. CAFOsCONFINED ANIMAL FEEDING OPERATIONSRequired to have NPDES permits

  7. CAFOs FOR POULTRY • 30,000 laying hens with liquid manure system • 100,000 laying hens or broilers using a continuous overflow watering system • Dry litter poultry operations were exempt • Some dry litter poultry operations no longer exempt

  8. GEORGIA EPD/DNR PASSED NEW CAFO REGS FOR DRY MANURE POULTRY OPERATORS AUGUST of 2003

  9. STATE PERMITTED CAFOsFor Dry Manure • 125,000 chickens or broilers (other than laying hens). • 82,000 laying hens • 55,000 turkeys • 30,000 ducks • Two or more AFOs under common ownership are CAFOs if they adjoin each other or use a common disposal area.

  10. CNMPs for Dry Manure Poultry operators do not have to be developed by a certified planner. Can be done by individuals trained by an academic or trade organization Operators of Dry Manure Systems do not have to be certified CNMPs are kept on the farm except upon request by EPD

  11. GEORGIA POULTRY PRODUCERS MUST CONTINUE TO IMPLEMENT INDUSTRY IMPLEMENTED CNMP PROGRAM AS WELL AS STATE PERMITTED PROGRAM GEORGIA EPD WILL MONITOR INDUSTRY SPONSORED CNMP PROGRAM

  12. IMPLEMENTING VOLUNTARY NUTRIENT MANAGEMENT PLANS NOW CAN REDUCE POTENTIAL ADVERSE EFFECTS ON THE ENVIRONMENT AND DEMONSTRATE A PROACTIVE ATTITUDE BY POULTRY PRODUCERS

  13. SOIL AND LITTER ANALYSIS

  14. DRY LITTER SAMPLING(In-House) • 10-12 one pint samples/house • Combine samples in a plastic bucket and mix thoroughly • Place one quart of mixed sample in a plastic bag • Seal bag tightly and ship to lab • N, P, K + minerals  No charge through UGA Ag Services Lab

  15. Dry litter Sampling(piled or Spreader) The preferred way to sample litter is from collected piles during clean out. Use the following steps: 1. Collect at least 10 shovel full from piles or spreader. 2. Combine in a clean 5 gallon bucked and mix. 3. Place one quart in a plastic bag, seal and ship to the laboratory. 4. Refrigerate sample if not shipped within 24 h. 5. Stockpiled samples should be collected at a dept of 18 inches.

  16. Dry Litter Sampling Permitted CAFOs are required to sample litter/manure at a minimum on an annual basis. Non permitted industry sponsored CNMP operations are encouraged to sample on at least an annual basis, but may use an average of samples if management programs have not changed substantially.

  17. SOIL SAMPLING • Obtain soil sample bags from county agent • Take representative soil samples • Provide appropriate information on soil sample bags • Submit samples to lab for analysis

  18. SOIL SAMPLING PROCEDURES • Use soil sampling tube, auger, spade, etc. • Take at least 15 to 20 samples for every 15 acres • Mix samples in clean plastic bucket • Fill soil sample bag to “fill line” • Seal bag for shipment to lab for analysis

  19. NO CHARGE FORLITTER ANALYSIS$2.00 CHAREGE FOR SOIL ANALYSIS

  20. Developing A Nutrient Management Plan

  21. Estimated Annual Manure Production • One Broiler House 125,000 birds x 2.5 lbs = 312,500 lbs = 156 tons • One Breeder House 10,000 hens x 44 lbs = 440,000 lbs = 220 tons • One Pullet House 24,000 pullets x 8 lbs = 192,000 lbs = 96 tons • One Layer House 100,000 layers x 40 lbs = 4,000,000 lbs = 2,000 tons

  22. Table 1. Average amount of plant nutrients in broiler and hen manure on an as-is basis (lb/ton). 1Assumes a moisture content of 23% 2Assumes a moisture content of 40% 1697 sample average 268 sample average 303 sample average 169 sample average

  23. Table 4. Relative Value of Fertilizer Elements in One Ton of Broiler and Hen Manure. Availability Coefficients when manure is soil incorporated: Nitrogen – 70% Phosphate – 80% Potash – 100% Note: Only 50% of nitrogen is available if surface applied to pastures

  24. CROP NITROGEN REQUIREMENT WORKSHEET(EXAMPLE)

  25. GEORGIA’S P-INDEX • A site specific tool to assess risk of P application • Based on risk factors such as: Soil Test P, Soil Type, Slope of Land, Water Table Depth, Buffer Zones and Crops Produced • Required for Permitted CAFO CNMPs • Will be Necessary to Incorporate into All Georgia CNMPs

  26. STORAGE AND APPLICATION METHODS

  27. BROILER MANURE STORAGE

  28. ACCEPTED METHODS FOR MANURE STORAGE • Covered Stockpile • Stockpiles With Ground Liners • Bunker-Type Storage Structures • Permanent Storage Structures • Litter/manure can not be stored uncovered

  29. CALIBRATION OF MANURE SPREADER (SECTION 4 OF NOTEBOOK)

  30. DEAD BIRD DISPOSAL

  31. APPROVED METHODS FOR DISPOSAL OF DEAD BIRDS • Burial Pit • Composting • Incineration • Rendering • Fermentation

  32. PREVENTING SOIL EROSION AND WATER CONTAMINATION

  33. GEORGIA FARM *A* SYST To help you assess the environmental soundness of your farm and operational practices relating to poultry production

  34. WELLHEAD PROTECTION FOR FARM WELLS • Proper well siting • Proper well construction • Keeping contaminants away • Backflow prevention • Sealing abandoned wells • Testing well water

  35. RECORD KEEPING • Annual Farm Manure Production • Manure Field Application Record • Off-farm Manure Removal Record • On-farm Manure Utilization Record

  36. On-Farm Use of Poultry Litter Off-Farm Transfer of Poultry Litter

  37. NUTRIENT MANAGEMNT PLAN CHECK LIST • Obtain soil and litter analysis • Complete annual farm manure production form • Complete nutrient budget worksheet(s) • Complete manure utilization record • Complete litter application record • Complete litter removal record Maintain a file of nutrient management records
