Challenges facing PA • 500 School Districts (SD’s) • 150 Charter Schools (CS’s) • Staff of two to test all SD’s and CS’s • Rely on another Bureau for data (Annual Financial Report (AFR) Special Ed Expenditures and General Fund Budget (GFB) Projected Expenditures). • SD’s and CS’s that meet MOE receive nothing from the State. Where do we start? • When AFR and GFB data are approved we compare Special Ed state and local expenditures to projected Special Ed state and local expenditures via an Excel Spreadsheet. • We delete the SD’s and CS’s with projections higher than actual expenditures. Per Capita Test • On the same spreadsheet we add the child counts for the remaining SD’s and CS’s and run the per capita test. • Those that fail both the expenditures and per capita test receive the letter, report, and exception worksheet. (See handouts.) • For the last 3 years, we have had 26, 54, and 40 SD’s and CS’s that received letters. All were resolved without returning funds.
