Origins of VITAL • Teacher Quality Enhancement Grant from USDOE • “a data-collection system to provide credible and reliable information on teacher and teaching quality indicators.” • imply ways of affecting teacher retention and effectiveness • assess the supply of potential teachers • aid in predicting and responding to shortage areas • support research efforts to enhance teacher education programs. Origins of VITAL • The project funded by the TQE grant, TEAL, had two parts: • TEAL I is an automated teacher licensure system at VDOE • TEAL II is the “comprehensive data system” called for in • “Stepping up to the Plate…” at SCHEV State Council of Higher Education for Virginia
Origins of VITAL TEAL II (renamed VITAL at the end of the grant) was developed by a committee representing the Teacher Preparation faculty at many Virginia colleges and universities with technical assistance and guidance from SCHEV, VDOE, and the principal contractor, HigherEd.org. VITAL has four Components: Teacher Pipeline Application Teacher Outcomes (Surveys) School and Environment Descriptors Reports and Analysis Components VITAL is truly a collaboration of which all the involved institutions have taken ownership.
