GWACs Defined • Government-wide Acquisition Contracts are Task or Delivery Order Contracts for Information Technology (IT) • Established by One Agency for Government-wide Use • Operated by an Executive Agency Designated by the Office of Management and Budget (OMB) • Designed to Streamline Acquisition of IT Products, Services, and Solutions • Not open for use by state and local governments GWACs are designed to support complex, long-term, information technology (IT) programs often consisting of a mix of hardware, software, networking, and professional services to achieve an overall IT outcome such as a data center migration or completion of a major software project.
GWAC – Overview • Contracting officers external to the GWAC Center place orders against the base contracts • Contracting officers in GSA’s Assisted Acquisition Service make extensive use of GSA’s GWACs – comprise about 50% of the business volume • Contracting officers from other agencies comprise the remaining 50% of the business volume
Value Proposition Pre-negotiated contracts save time, money and resources. Broad scope, high ceilings and flexible contracts support complex information technology projects like data center migration, cloud, big data projects. Diverse pool of qualified vendors typically results in 3 or more offers per order. • Savings >= 19% when two or more offers received
GWAC – Overview • Center for GWAC Programs is an organization within GSA’s Office of Integrated Technology Services • 37 Federal FTE dedicated to managing GSA’s GWACs • Small Business GWAC Acquisition Division- Kansas City, MO • Manages a diversified portfolio of 8(a), Small, and Service-Disabled Veteran-Owned Small Business (SDVO) set-aside contracts • Enterprise GWAC Acquisition Division – San Diego, CA • Manages GSA’s Alliant GWAC
