Recommendation 1 – Main principles: SMEs business requirements should be met, e.g. by the use of a common invoice standard, through easy-to-use e-invoicing solutions and tools, clear legal and compliance requirements. Recommendation 2 – Main principles: Paper and e-invoices should be treated equally, Member States to adopt Commission’s proposal for a new VAT Directive COM(2009) 21 final, stakeholders to adopt the Code of Practice, clarity of legal requirements.Recommendation 3 – Main principles: Maximum interoperability and reach should be achievede.g. by the use of common and non-proprietary European and international standards, by the development of an interoperable electronic addressing and routing process, by the use of good practice guidelines as self assessment tools.
Recommendation 4 – Main principles: All actors to adopt the UN/CEFACT Cross Industry Invoice (CII) v.2 as the common reference semantic data model upon which future e-invoice content standard solutions are based. Convergence in the area of syntax and methodology expression should be pursued. UN/CEFACT and ISO to collaborate on CII.Recommendation 5 – Main principles:Set up of national e-invoicing bodies, and of a European Forum. Execution of specific standardisation work.Recommendation 6 – Main Principles:Execution of communication actions.
