Scope of RFP • New Sedans, SUV’s, and Trucks • Unleaded, Alternative, and Hybrid Fuel Types • Not Police Vehicles • Estimated volume is anticipated purchases by vehicle class; the state does not guarantee volumes • Contract Term: 1 year
Purpose of the Bid • Select a vendor(s) to provide new vehicles as needed for the state’s fleet • The state is interested in standard model vehicles that would likely be in a dealer’s inventory • Respondents shall provide products at a competitive price
Proposal Evaluation • Specifically, the state will evaluate bids based on the total life cycle cost of the vehicle PURCHASE PRICE FUEL COST MAINTENANCE COST + (RESALE VALUE) LIFE CYCLE COST
Proposal Evaluation • LCC = PRICE + FUEL + MAINTENANCE – RESALE VALUE • State of Indiana Life Cycle Cost • 100,000 miles / 15,000 per year • Combined city/highway MPG • Scheduled Maintenance, including oil changes • Resale value 2004 equivalent “in good condition”
Proposal Evaluation • When necessary, the state will utilize third party information to gauge cost estimates provided by the respondent and may request additional information or clarification on estimated costs provided to the state that affect the total life cycle cost of a vehicle. • Truck Accessories The State of Indiana will evaluate bids for truck accessories based only on the price offered to the State, not a life cycle cost. • Populate all information in Bid List.xls
