Grading of Anganwadi Centres Experience sharing by Himachal Pradesh
Need for Grading of AWCs • To have a system of periodic and repeated performance assessment of all AWCs on broad based criteria • To pinpoint specific areas of improvement as well as learn from best practices • To inculcate a sense of competition and therefore improved functioning by CDPOs • To track performance of AWCs / projects as a whole at the State level
Design of performa for Gradingof AWCs • State and Regional level meetings with DPOs/ CDPOs/ Supervisors. • Brainstorming workshop at State level. • Identification of broad indicators. • Weightage to different indicators. • Designing of the FORMAT for grading of AWCs. • Field testing of the FORMAT-efficacy and time taken. • Adoption of the FORMAT and its circulation amongst the CDPOs. • 100 point grading; Grade-I above 80, Grade-II above 70 to 80, Grade-III above 60 to 70 and Grade-IV 60 or below.
Monitoring • All CDPOs to visit at least 10 AWCs in a month for grading of AWCs. • Monthly reports are submitted through DPOs to Directorate on prescribed FORMAT • Information is compiled, processed and analysed at Directorate level. • Interventions are communicated to the DPOs for improvements and achievements of one distt. are conveyed to others for information , guidance and replication.
Status of Grading of AWCs in last 6 months(since inception i.e. Oct; 2005 onwards) • Total functional AWCs 7354 • AWCs Graded 3000 • Grade-I 135 • Grade-II 502 • Grade-III 1057 • Grade-IV 1306
Impact of GRADING • Experience sharing by field functionaries amongst themselves. • Easy identification of bottlenecks / limitations. • Helpful in finding objective basis for corrections/ improvements and proper strategy formulation. • Good measurable instrument for assessing the efforts of ICDS functionaries. • Graduation of AWCs and their upward mobility is monitored through focused efforts. • Easy to indicate areas of improvement to AWWs.
Areas of Improvements/ Issues • Tracking the movement of each AWC from one grade to another and of improvement in each indicator. • Community involvement in grading. • Ensuring regularity in grading • Need to formulate monitorable indicators within identified parameters
